COUNCIL WORKSESSION
February 14, 1989

I. PRESENTATION - WEST SUBURBAN MEDIATION CENTER
Sue Nelson from West Suburban Mediation Center presented a
video tape which explained the mediation process carried out
by this center.
She explained that the service they conduct helps the
judicial system to dispose of their ponderous case load.
II. PRESENTATION - PUBLIC WORKS DEPARTMENT
Jon Thiel reviewed the operation of the Public Works
Department with the Council. He explained that he has
divided his employees into five divisions: Building
Maintenance, Equipment Services, Parks & Forestry,
Street/Traffic/Sanitation, and Water & Sewer. He has also
set up a schedule of training so that some workers will be
able to work in every division.
III. REVIEW ISSUES - PAVILION/ICE ARENA
Mr. Brad Lemberg of Bonestroo, Rosene, Anderlik and
Associates, the engineer/architect firm hired to do the
feasibility study for the pavilion/ice arena appeared to
discuss the methods he would use in doing the feasibility
study. He said he would meet with groups who plan to use
this facility to find out their needs before planning a
design.
The City Manager discussed briefly the possible ways to
finance the project. He indicated that it would be
necessary to bond for this project along with several
others projects that are being planned. The Council
directed the City Manager to proceed to gather the
information needed to facilitate the bonding process and
report to them at a later date.
IV. DISCUSSION - COUNCIL SALARIES

The Council discussed the salaries of the Mayor and the
Council. There has been no increase in these salaries for
four years. Staff will add this item to the February 21
agenda for Council action.
V. REVIEW AFFIRMATIVE ACTION PLAN
The City Clerk prepared an "Affirmative Action Plan" to be
submitted to the State of Minnesota for their approval. The
Council agreed that it was a good plan and directed the City
Clerk to forward it to the State.
VI. COUNCIL ACTION - GAMBLING LICENSE
The Raspberry Festival Association requested that the
Council waive a sixty-day waiting period for a Charitable
Gambling application.
Mr. Anderson moved and Mr. Milbert seconded the motion to
adopt Resolution #89-17 waiving the sixty-day waiting period
for a charitable gambling application. The motion carried
by unanimous consent.
