COUNCIL WORKSHOP MEETING
MINUTES
JANUARY 10, 1989
A Council worksession was held on January 10, 1989 in the
Conference Room at Hopkins City Hall.
Present were Mayor Milbert and Councilmembers Kritzler,
Redepenning, Shirley and Anderson. Also present were staff
members Rapp, Mielke, G. Anderson, Robert Wilson, Kerrigan,
and Tom Anderson, Thiel and Schedler.
I. PRESENTATION - COMMUNITY DEVELOPMENT DEPARTMENT
Tom Anderson, Jim Kerrigan, Bob wilson, Gordon Anderson and
steve Mielke appeared before the Council to explain the
functions of their departments.
II. DISCUSSION - HUD TRANSITIONAL HOUSING
Representatives of West Hennepin Human Services appeared to
discuss a plan for short-term housing for homeless
families. The Minneapolis/St. Paul Family Housing Fund would
lease homes from HUD to be used by homeless families. The
Council was in favor of the plan and the item was to be
added to the next regular Council meeting for formal
approval.
III. DISCUSSION/REVIEW - STREET RATING SURVEY
Jon Thiel reviewed the results of the recently completed
street rating survey by Infrastructure Management Services.
Jon explained how the survey was done and what the various
rating numbers indicated. The Public Works Department feels
that a determination should be make each year as to which
streets should be reconstructed to maintain a high level of
street condition. No decisions were made regarding this
issue.
IV. SIDEWALK MAINTENANCE POLICIES
The Public Works Department furnished the Council with
copies of the the City's current policies and codes relating
to sidewalks/trails, and suggested some changes to the
policy. No formal action was taken.
V. DISCUSSION - PARKING/DEVELOPMENT ISSUES - BLAKE CLINIC
Bob Miller appeared to discuss the redevelopment

There was also some discussion regarding the 6 feet of
property east of the Blake Clinic which Merriam Park agreed
to give to the city for a yet unknown trade-off. On this
issue, staff is to meet with Mr. Miller to come to some
agreement. No formal action was taken.

VI. DISCUSSION CITY COUNCIL INSURANCE
Mr. Schedler discussed the possibility of the Council being
covered by the city's policy on health insurance.. He also
mentioned to the Council that there is a possibility that
they could be covered under Workmen's Compensation and he
will explore this further.
VII. DISCUSSION - MERIT PAY
The City Manager discussed the merit pay plan with the
Council. The item will be acted upon at the next regular
Council meeting.
