COUNCIL/STAFF GOAL SETTING MEETING
11-29-88
A meeting was held at Hopkins City Hall on November 29, 1988
at 5:30 p.m.
Present were Mayor Milbert, Councilmembers, Kritzler,
Redepenning, Shirley and Anderson. Also present were Staff
members Rapp, Genellie, Schedler, Thiel, Mielke, and E.
Johnson.
The purpose of the meeting was to plan the implementation of
goals set at the council/Department Head retreat held at
Scanticon.
The majority of the time was spent in discussing the
recommendations of the consultant, as identified in his
report.
Eight community goals were identified by the City Council
and Staff (copy attached). The City Manager will appoint a
task force to work on each of these goals.

COMMUNITY GOALS
1. DEVELOP AND ADOPT AN ORGANIZATIONAL
PHILOSOPHY/MISSION STATEMENT.
2. ESTABLISH PRIORITIES FOR CITY-WIDE
DEVELOPMENT/REDEVELOPMENT.
(a) develop an action plan for the active recruitment of another grocery
store or major anchor for downtown.
3. DEVELOP A STRATEGIC PLAN FOR INFRASTRUCTURE,
FINANCIAL, AND FACILITIES MANAGEMENT.
(a) Complete the upgrading of the storm sewer system by July 1, 1989.

ESTABLISH A COMPREHENSIVE PERFORMANCE MANAGEMENT
SYSTEM.
(a) develop a management/supervisory training program.
(b) Conduct a performance management audit immediately and again in 18
months.
(c) Formulate a compensation plan for City which includes staff and council
education on comparable worth.
5. ESTABLISH A STRATEGIC PLAN FOR ATTAINING AND
MAINTAINING TAX BASE STABILITY.
6. DEVELOP A PLAN TO ACCOMMODATE LRT IN HOPKINS.
7. SURVEY CITIZEN ATTITUDES AND PERCEPTIONS ABOUT THE
COMMUNITY REGULARLY.
8.
DEVELOP A PROGRAM TO PROMOTE AND CELEBRATE CITY
ACCOMPLISHMENTS.
