COUNCIL WORKSHOP MINUTES
October 11, 1988
Present were Mayor Milbert, Councilmembers: Kritzler,
Shirley and Anderson. Councilmember Redepenning was absent.
Also present was City Manager Craig, Public Works Director
Jon Thiel, Recycling Coordinator Kathy Bodmer, and
Engineering Director Gordon Anderson.
I. PUBLIC MEETING - STORM SEWER REPORT - EAST SIDE

RCM presented their recommendations for storm sewer
improvements for the east side of Hopkins. RCM indicated
that they explored options of directing the drainage into
Minnehaha Creek or Nine Mile Creek, or constructing a
drainage ditch on the Harley Hopkins playground. It was not
yet determined if the Minnehaha Creek Watershed District or
the Nine Mile Creek Watershed District would allow more
drainage to flow into either of these creeks.l
RCM felt that the most economical and feasible plan would be
to have the storm sewer drain into a drainage pond
constructed on Harley Hopkins playground.
Some of the comments made by neighbors in the east side area
were as follows:

I will sell my house if they drain the sewer into the Harley
Hopkins playground.
We didn't have any trouble before Super Valu built their
facility.
Who will pay for the new system. We do not want to pay
twice.
Storm sewers under super Valu weren't changed after they
built their new addition.
Would it be possible to buy up the houses that are now
having flooding damage.
Would the School District allow the drainage ditch to be
built on the playground of Harley Hopkins.
Staff will contact the School District to see if it will be
possible to construct a drainage ditch at the Harley Hopkins
playground. RCM will explore the alternatives further and
return with a final plan for approval in November.

II. REVIEW PARK BOARD RECOMMENDATIONS
Jon Thiel reported to the Council that the Park Board met to
prioritize projects for the parks and recommend a course of
action to the City Council. Various civic groups that are
accumulating funds through the sale of pull tabs have
indicated that they would be interested in contributing to a
project involving the parks.
The Park Board recommended that the City Council consider
buying Maetzold field for recreational purposes (ball fields
etc.) and pursue assistance in funding from civic groups.
After a lengthy discussion, Council asked staff to meet
with the interested civic groups to find out what they are
interested in funding and approximately how much they have
available. After that meeting, a meeting should be
scheduled with the School Board to learn their plans for
Maetzold Field.
III. UPDATE/DISCUSSION - RECYCLING ACTIVITIES

Kathy Bodmer, the City's Recycling Coordinator and Public
Works Director Jon Thiel appeared before the Council to
update them on the progress of recycling in the City. They
reported that Hopkins is currently recycling 24% of its
total waste stream. The County has mandated that cities
must recycle 10% of their residential waste and they won't
be allowed to count yard waste or the recycling done by
Goodwill.
Thiel and Bodmer have been working on an automated curbside
recycling plan. Under this plan residents would be able to
place recyclable material such as beverage cans, newspaper,
cardboard and plastic containers into one receptacle that
would be picked up at curbside and hauled to Reuter Inc. As
yet they did not know if this type of recycling would be
accepted by Hennepin County. They will be working with the
Hennepin County staff to see if this type of project would
be acceptable. In any event, curbside recycling is
scheduled for sometime in March.

IV. GAMBLING LICENSE APPLICATION BY EISENHOWER PARENT TEACH
ASSOCIATION
The Eisenhower Parent Teach Organization wishes to conduct
Bingo in order to raise funds for books and other needs at
Eisenhower. They are planning their event in November.
Mr. Anderson moved and Mr. Kritzler seconded the motion to
move that the Hopkins City Council adopt Resolution #88-86
waiving the sixty day waiting period for a charitable

gambling application by Eisenhower Parent Teacher
Association. The motion carried by unanimous consent.
V. DISCUSSION - GOAL SETTING/TEAMBUILDING MEETING
The City Manager asked Council to review the information
they had already received.
VI. ADJOURNMENT
Mr. Milbert moved and Mr. Anderson seconded the motion to
adjourn the meeting. The motion carried by unanimous
consent.
