A regular meeting of the Hopkins city council was held on June
21, 1988 in the Council Chambers of Hopkins City Hall.
Present were Mayor Mi1bert, Counci1members Anderson, Shirley,
Kritz1er, Redepenning. Also present were City staff members
Rapp, Mielke, Gene11ie, Thiel, G. Anderson and City Attorney
Miller.
I. CALL TO ORDER:
Mayor Mi1bert called the meeting to order at 7:30 p.m.
II. CONSENT AGENDA
1. APPROVAL OF THE JUNE 7, 1988 REGULAR MEETING MINUTES
2. APPROVAL OF THE MINUTES OF THE MAY 31, 1988 COUNCIL

Councilmember Kritzler requested a change in the June 7, 1988
minutes. To have Sergeant Scott's visit to read Army Recruiter
instead of Marine.
Counci1member Shirley moved and Counci1member Redepenning
seconded the motion to approve the Consent Agenda.
A poll of the vote was as follows: Councilmember Redepenning,
Aye; Councilmember Kri tzler, Aye; Councilmember shirley, Aye;
Councilmember Anderson, Aye; Mayor Milbert, Aye. The motion
carried unanimously.
APPEARANCE: Mike Hamilton, Chairman of the Raspberry Festival
appeared before Council and gave the Council and staff members
Raspberry pins and hats to promote the Festival. He said these
items would be on sale.

a. CONSIDER ACTION - SECOND READING OF ORDINANCE 88-618
AMENDING ELECTRICAL ORDINANCE (88-124)
Recommendation: Move to approve Ordinance 88-618 for second
reading and order published.
Councilmember Redepenning moved
seconded the motion to approve

IV. NEW BUSINESS:
a. CONSIDER ACTION - PETITION FOR ENGINEERS REPORT ON STREET
RECONSTRUCTION -CAMPBELL ADDITION AREA (88-114)

Staff recommended the following motion: Move that Resolution 88-
50, Resolution Ordering Preparation of Engineers Report on Street
Improvements be adopted. This action could start the process of
an overall street and storm sewer project in the Campbell
Addition area. The petition is for an Engineer'S Report Only.
Councilmember Redepenning moved and Councilmember Anderson
seconded the motion to approve Resolution 88-50 ordering the
preparation of an Engineers Report on street improvements
Campbell Addition Area.
A poll of the vote was as follows: Counci1member Redepenning,
Aye; Counci1member Kri tz1er, Aye; Counci1member Shirley, Aye;
Councilmember Anderson, Aye; Mayor Milbert , Aye. The motion
carried unanimously.
b. CONSIDER ACTION - AGREEMENT WITH CITY OF MINNETONKA FOR
JOINT RECYCLING PROGRAM (88-122)
Q
Staff recommended adoption and approval of the joint Hopkins and
Minnetonka recyclable waste collection facility agreement. If
this agreement is adopted the center can be officially opened and
advertised to Hopkins residents.
Councilmember Anderson moved and Councilmember shirley seconded
the motion to approve the agreement with the City of Minnetonka
for a Joint Recycling Program and have the Mayor and City Manager
sign the agreement with the City of Minnetonka.

c. CONSIDER ACTION - RESOLUTION ORDERING A HEARING - STREET
IMPROVEMENTS - 6TH AVENUE SOUTH (88-116)
Gordy Anderson appeared before Council to recommend the following
motion: Move that Resolution 88-53, Resolution accepting
Engineer's Report and calling for Public Hearing be adopted. This
action will continue an assessable project for a street
reconstruction of 6th Avenue South.
Councilmember Anderson moved and Counci1member Shirley seconded
the motion to adopt Resolution 88-53 accepting the Engineers.
Report and ordering a public hearing for July 19th at 7:30 p.m.
A poll of the vote was as follows: Councilmember Redepenning,
Aye; Councilmember Kritzler, Aye; Councilmember Shirley, Aye;
Councilmember Anderson, Aye; Mayor Milbert, Aye. The motion
carried unanimously.
c:> d. CONSIDER ACTION - RESOLUTION ORDERING A HEARING - CAMBRIDGE
STREET IMPROVEMENTS (88-121)
Staff recommended adoption of resolution 88-54 accepting the
engineers report and calling for a public hearing on July 19th at
7:30 p.m.
After discussion Counci1member Redepenning moved and
Counci1member Kritz1er seconded the motion to adopt resolution
88-54 and call for a public hearing on July 19th at 7:30 p.m.
A poll of the vote was as follows: Councilmember Redepenning,
Aye; Councilmember Kritzler, Aye; Counci1member Shirley, Aye;
Councilmember Anderson, Aye; Mayor Milbert, Aye. The motion
carried unanimously.
e. CONSIDER ACTION - MINNETONKA REQUEST - TRAFFIC CONTROLS AT
COUNTY ROAD 73 AND MINNETONKA BOULEVARD. (88-l23)

staff recommended that a hearing be held on July 12, 1988 to
inform the area of the Minnetonka request.
The Council wanted more detail concerning the costs to the City,
Minnetonka and Hennepin County. They wanted to be sure that the
Bel1grove residents would be informed of this proposal.
Counci1member Anderson moved and Councilmember Redepenning
seconded the motion that a hearing be held on July 12, 1988 and
the citizens be informed of the request.

f. CONSIDER ACTION - 3.2 BEER LICENSE - JULY 16TH AND l7TH -
ELKS
Councilmember Anderson moved and Councilmember Kritzler seconded
the motion to approve the 3.2 beer license for the Elks Club.
A poll of the vote was as follows: Councilmember Redepenning,
Aye; Councilmember Kri tz1er, Aye; Counci1member Shirley, Aye;
Councilmember Anderson, Aye; Mayor Mi1bert, Aye. The motion
carried unanimously.
g. CONSIDER ACTION - CUSTOMER SERVICE COMMITTEE RESOLUTION
(88-126)
staff recommended adoption of Resolution 88-57 supporting
Customer Service Committee.
Councilmember Kritz1er moved and Counci1member Shirley seconded
the motion to adopt Resolution 88-57 supporting the Customer
Service Committee.
A poll of the vote was as follows: Councilmember Redepenning,
Aye; Counci1member Kri tzler, Aye; Councilmember Shirley, Aye;
Councilmember Anderson, Aye; Mayor Milbert, Aye. The motion
carried unanimously.
h. DISCUSSION - SHADY OAK PARK OUTLET B (Memo)
Jon Thiel appeared before Council to update them on the status of
the proposed improvements at Outlot B. Councilmember Shirley
requested information on the zoning ordinances of Minnetonka.
After the Minnetonka people go to their Park and Recreation Board
and Council, Jon Thiel will get back to the Council with the
updated information.
V. REPORTS - COMMITTEES/COMMISSIONS
Councilmember Redepenning said that they now have one concert in
the park behind them and it was a great success.
Mayor Milbert reported that he and Commissioner Keefe met with
the School Board. This was an informal meeting to reinforce
communication between the Council and School Board. Mayor
Milbert stressed that the City is behind them and if they should
have anything to bring before the Council to please do so.
The Ramp groundbreaking was tonight. The Mayor brought up that
they are ahead of schedule which is quite important as we want it
done as soon as possible.

Mayor Milbert mentioned that the Hennepin County Old Time Fair
will be held July 28th thru July 31st.
VI. ADJOURNMENT
Counci1member Redepenning moved and Counci1member Anderson
seconded the motion for adj ournment. The meeting adj ourned by
unanimous consent.
