SPECIAL CITY COUNCIL MEETING MINUTES
MAY 31, 1988
A special meeting of the council of the City of Hopkins was held on
May 31, 1988 at 7 p.m.
Present were Mayor Mi1bert, City counci1membersi Redepenning,
Shirley, Anderson, Kritz1er, Shirley, and City Manager Rapp. Also
present was Senator Phyllis McQuaid, Representative Sally Olsen and
commissioner John Keefe.
The purpose of the meeting was to discuss the overall status of light
rail transit.
The discussion focused on a letter from CTAC Chair Andrew C. Selden of
st. Louis Park to the Hennepin County Regional Railroad Authority.
The letter stated that consideration of the southwest corridor should
be deferred because of political problems and difficulty in aligning
the route to the Minneapolis central business district.
Representatives from Hopkins were not present at the meeting in
question. Council members posed the following questions:
Who was present at the meeting when the positions included in the
letter were drafted?
Did the position represent the feeling of a majority of the CTAC
membership?
Did those present at the meeting vote unanimously to support the
position presented?
Commission Keefe stated that there may be political problems with the
southwest corridor as a first-phase project. The main problem with
the corridor is the route from downtown Minneapolis to the suburbs.
commission Keefe further stated that he does not believe the southwest
corridor as a first-phase is out of the picture, and that he supports
development of a southwest line.
commissioner Keefe suggested that the City counteract the "negative
input" going to the County on the southwest corridor by restating its
position to the County Board and soliciting the support of st. Louis
Park and Minnetonka by holding a joint meeting to discuss the
situation.
