MINUTES OF THE HOPKINS CITY COUNCIL WORKSESSION - 1-12-88
A City Council Workshop meeting was held on January 12, 1988 in the
Community Room of Hopkins City Hall at 7 p.
Present were Mayor Milbert and
Redepenning and Anderson. Also

I. JOINT MEETING WITH THE CHEMICAL HEALTH COMMISSION
Members of the Chemical Health Commission (Rebecca Thorstad, Cheryl
Currier, Dr. Stephen Swenson and Faye Wassenaar) met with the Council
for the purpose of receiving Council direction. The Chairperson,
Rebecca Thorstad furnished the Council with a report on the activities
carried out by the Chemical Health commission in the past.
After a lengthy discussion, it was decided that staff would work out a
scope of authorities/duties for the Commission and also have the City
Attorney prepare by-laws by which the Commission would function.
II. COMPARABLE WORTH
Staff explained to Council that in 1984 the Minnesota Legislature
passed a law requiring cities to study their compensation programs and
establish equitable compensation relationships among employees.
The City, along with a group of other cities belonging to the
Metropolitan Area Management Association, hired Control Data to do a
study to determine comparable work values. In this study, Control
Data arrived at a point value for each task performed by the
employees. Employees completed a questionnaire showing the tasks
performed in their particular job and also indicated how much time was
spent on each task. From this information, Control Data determined a
point value for each job.
Arthur Young & Company was then hired to prepare a salary structure
for Hopkins employees. Arthur Young & Company devised a pay range for
each job. Most employees currently fall within that range. If
employee fall below the salary range their salary will increased
gradually to fit into the appropriate range. The salaries of those
who are above the range will be brought into their appropriate range
by slowing the rate at which their salaries are increased.
III. REVIEW/DISCUSSION OF CAPITAL IMPROVEMENT PLAN
Council discussed the items "Projects for further consideration" on
the Capital Improvement Plan. All items were approved as listed
except the ice arena/recreation center. Although there was much
interest in this project, Council felt that more study should be made
to determine the type of facility that would be feasible.

REVIEW OF REORGANIZATION PLAN - CITY CLERK
staff presented the reorganization plan for the City Clerk's office.
Jim Genellie was given the position of City Clerk/Assistant to City
Manager. Pat Gisborne will remain as Deputy City Clerk, and
additional hours will be added to the two receptionist's positions to
perform additional clerical duties for the City Clerk's department.
The Council was in agreement with the plan.
