RESOLUTION RESPONDING TO HENNEPIN COUNTY
PROPOSAL TO DESIGNATE HENNEPIN COUNTY PUBLIC WORKS - HOPKINS
AS AN INTERIM TRANSFER STATION SITE
WHEREAS, the Hennepin County Board of Commissioners will be
considering an amendment to Ordinance # 12 - Solid
Waste Designation Ordinance which will identify
interim transfer station sites, and
WHEREAS, the Hennepin County Public Works facility in
Hopkins has been identified by the Hennepin County
staff as a proposed site for an interim transfer
station, and
WHEREAS, the Hennepin County Public Works facility in
Hopkins was once considered as a site for a
permanent transfer station, and
WHEREAS, on May 6, 1986, the Hennepin County Board
eliminated the Hopkins facility from the list of
permanent transfer station sites, due to its
incompatibility with the surrounding area, and
WHEREAS, Conditions have not changed since the Hennepin
County decision of May 6, 1986, therefore
The City Council of the City of Hopkins urges the Hennepin
County Commissioners to consider the following:
1. That the City of Hopkins strongly supports the solid
waste abatement efforts of Hennepin County.
2. That the City of Hopkins is an active partner in
Hennepin County's solid waste management effort,
currently abating 13% of its residential waste stream.
In addition to existing programs in the area of yard
waste, leaf and branch collection and recycling
centers, the City is making preparations for the
implementation of an automated curbside recycling
program.
3. Over its long history, the City of Hopkins has been the
home of three different landfills to serve the solid
waste needs of Hennepin County. Although the landfills
are now closed, the City continues to pay many hundreds
of thousands of dollars to protect the environment from
the harmful effects of those landfills.
4. Hennepin County deemed the County Public Works facility
in Hopkins inappropriate for a variety of reasons. The
same conditions exist today that existed at the time of
that decision.
5. Construction of the permanent transfer stations has not
yet begun thereby leaving open the question of
relocating a permanent transfer station in Hopkins.
6. For the reasons cited at pUblic meetings dealing with
the permanent transfer station, the City of Hopkins and
its residents cannot in good conscience support an
interim transfer station. Acceptance of any facility
at this location, particularly when the location of
permanent transfer stations has not been finalized,
would be the equivalent of us admitting that we were
wrong in our previous convictions.
NOW THEREFORE BE IT RESOLVED that the City Council of the
City of Hopkins hereby respectfully requests that the
Hennepin County Board remove the Hennepin County Public
Works facility in Hopkins as a site for an interim transfer
station when considering amendments to the Solid Waste
Designation Ordinance.
Unanimously adopted at a regular meeting of the Hopkins city
Council on September 20, 1988.
