MINUTES OF THE MAY 12, 1987 COUNCIL WORKSHOP MEETING 1
A City Council workshop meeting was held at 7 p.m. in the
Conference Room at City Hall on May 12, 1987.
Present were Mayor Lavin, Counci1members: Mi1bert, Shirley,
Redepenning and Anderson. Also present were ci ty staff,
City Manager Rapp, Police Chief Johnson, and Community
Development Director Mielke.
I. Discussion regarding study of dispatch/communications

ci ty Manager Rapp explained that at the budget meetings a
sum of $12,000 was budgeted for a comprehensive study of the
police communications system. The present communications
system is inadequate and the dispatch center needs
improvement At budget time, Council asked staff to explore
other alternatives. Staff has given some thought to setting
up j oint dispatching with another ci ty / communi ty . Staff
discovered that it would cost 15 - $20,000 to hire someone
to do a study of joint dispatching for the City.
The purpose of the discussion was to determine if the
Council wanted to keep our own system and upgrade it or to
join with another city/cities in joint dispatching.
Mr. Anderson moved and Mr. Redepenning seconded the motion
to keep our own system and upgrade it. The motion carried
unanimously.
OPEN CIRCLE REQUEST
Representatives of Open Circle appeared before the Council
to explain that they are in need of free or inexpensive
space to carryon their proj ect. They are paying almost
$l,OOO/month rent for their present quarters and this
expense is depleting their funds. Open Circle is an adult
day care center.
The Council suggested that they meet with School Board
officials to see if their rent could be lowered, and also
promised to keep their needs in mind.
REVIEW OF PROPOSED COMMERCIAL LOAN PROGRAM
The Council discussed the Commercial Loan Program. Staff
presented the guidelines for the existing program and
reported negative reaction by banks in the area to
participate in this program. Staff suggested that an
alternative might be for the City to run its own program
using 213 funds.

Council felt that this program would be more appropriately
run by the HRA using 208 funds. This issue will be handled
by the HRA.
DISCUSSION OF FLAG DAY CEREMONY
Council reviewed information provided regarding National
Flag Day ceremonies and decided they were not interested in
pursuing this issue.
CHANGE JUNE WORKSESSION DATE
Since the June 8th date for a worksession conflicted with
the LMC Conference, the date for the June worksession was
changed to June 15 at 7 p.m..
LIQUOR ISSUES

After discussing a concern of conflict of interest for the
City At~orney and Prosecuting Attorney in dealing with
liquor 1ssues, Mayor Lavin moved and Mr. Redepenning
seconded the motion to retain outside counsel to deal with
liquor issues. The motion carried unanimously.
ADJOURNMENT
The meeting adjourned by unanimous consent.
