MINUTES OF THE COUNCIL WORKSESSION - JUNE 15. 1987
A Council worksession was held in the Council Chambers at
Hopkins City Hall on June 15, 1987.

Present were Councilmembers: Milbert, Shirley, Anderson and
Redepenning; (Mayor Lavin was not in attendance) Park Board
members Connors, Smith, Winship, and Maxwell. Also present
were City staff members: Rapp, Wilson and Newville.
DISCUSSION - COMMUNITY CENTER GOALS AND OBJECTIVES
The first item of discussion was the goals and objectives of
the Community Center. The City Manager explained since
grants are no longer financing the Community Center
activities, it is necessary to get some direction from the
Council as to what the role of the Community Center is in
the City.

Mr. Wilson reported that the Metropolitan Council Advisory
Committee on Aging has designated the Hopkins Community
Center as a "Community Focal Point". With this designation,
the Community Center would take on a lot of responSibility.
Senior Outreach is housed in the Community Center, but is
not actively involved in the coordination of services
between themselves and the Community Center staff.
In the past the Council has expressed a desire to open the
Community Center to all facets of the Community, not only to
seniors. The Center holds Teen Center Night and does allow
other groups to use the Center. The Center, at this point,
is used about 80% for senior activities and 20% for other.

The consenus arrived at in the meeting was, (1) that the
Council wishes the Community Center to continue to be a
Community Focal Point for seniors, (2)continue to make the
C nter available to other groups as it has been doing,(3)
the City should continue to provide the funds needed to do
this,(4) that the staff be allowed to look into alternatives
for the identity of the Center and bring them back to the
Council for consideration, and (5) ask staff to come up with
some ideas to enhance the identity of the Center.

STREET IMPROVEMENT - HOBBY ACRES
Jon Thiel and Cliff Robinson surveyed the city streets and
prepared a map showing the streets which they rated in good,
fair and poor condition. The map indicated that many of the
streets in the City are in poor condition and that includes
many of the streets in Hobby Acres. There are no storm
sewers in the Hobby Acres area, so water penetrates into the
base, deteriorating the roadbed. Gordon Anderson reported
that the estimated cost of improving the streets in Hobby
Acres is $454,000, which includes curb and gutter. Storm
sewers would add approximately $200,000 to that cost. The
storm sewers are traditionally paid for by the City. The
cost of the street repair is traditionally assessed to the
benefitting home owners. Dividing the costs between the 66
owners in the area would bring the cost to each unit to
approximately $6,880 per unit.
The City and the neighborhood agree that the road needs to
be repaired. The City feels that if a new roadway is
erected it should be protected by installing curb and gutter
The Hobby Acres Association reported that the owners in
their area are not in favor of having curb and gutter and
are not willing to have the full charge assessed to their
property. Many of the owners would be satisfied to have a 2
inch blacktop mat put over the existing roadway. The
neighborhood does not feel that their property value would
be increased by the amount of the assessment.
Council asked the staff to explore alternatives and come
back to them with a specific recommendation.
Jim Genellie entered in the meeting at this point to discuss
the following item.
LEGISLATIVE POLICY MANUAL
A draft copy of a "Legislative Policy Manual" was presented
to the Council.
Mr. Rapp explained that the administrative staff prepared an
administrative poliCY manual. They then divided this manual
into administrative poliCY and legislative policy. It was
difficult to separate the poliCies as some of the
responsibilities overlap. The Council indicated that they

did not have sufficient time to thoroughly study the manual.
After discussing briefly some of the items contained in the
manual, they decided to make this a topic of discussion on
the next worksession agenda.
