09-22-1987 SCM " MINUTES SPECIAL CITY COUNCIL MEETING - SEPTEMBER 22, 1987 SUBJECT: 1988 BUDGET HEARING page 1 .. A budget hearing was held on September 22, 1987 at Hopkins City Hall in the Council Chambers. Present were Mayor Mi1bert; Councilmen Shirley, Kritzler, Redepenning and Anderson. Also present were City staff members, Rapp, Mielke, Renne, Thiel, E. Johnson, and Schedler. I. Mayor Milbert called the hearing at 7:30 p.m. A. SOCIAL SERVICE AGENCY FUNDING Senior Outreach Mr. Anderson moved and Mr. Redepenning seconded the motion to approve the funding of $9,080 to Senior Outreach in 1988. The motion carried by unanimous consent. Hennepin West Intervention - Mr. Shirley moved and Mr. Anderson seconded the motion to approve the funding of $7,854 to Hennepin West Intervention in 1988. The motion carried by unanimous consent. -re West Hennepin Human Services - Mr. Shirley moved and Mr. Kritzler seconded the motion to approve the funding of $3,100 to West Hennepin Human Services in 1988. The motion carried by unanimous consent. West Suburban Mediation Center - Mr. Kritzler seconded the motion to approve to West SUburban Mediation Center in 1988. unanimous consent. Mr. Shirley moved and the funding of $2,500 The motion carried by B. COMMUNITY BAND REQUEST Don Bates, representing the West Wind Concert Band appeared before Council. He requested $800 from the city to sponsor his band as a Hopkins community band during 1988. Mr. Redepenning moved and Mr. Anderson approved funding of $800 to sponsor the as a Hopkins Community Band in 1988. unanimous consent. seconded the motion to Westwind Community Band The motion carried by ~ C. JOINT PROJECT WITH JAYCEES/RASPBERRY ASSOC. Representatives of the Jaycees and the Raspberry Association appeared before Council to discuss projects which these organizations and the City might jointly fund. A list of projects was prepared by the City Manager. The list included the following projects: 1. Summer pavilion/winter ice arena 2. Golf Course club house 3. Community Center Improvements .. Community sign 10 Police "Cops & Kids" Program 11 Police - Crime Prevention "McGruff & Friends" coloring books 12. Police - Crime Prevention McGruff puppet 13. Dow towers furniture 14. Softball field lights at Central 15 Portable Stage/Showmobi1e The organizations showed particular interest in the pavilion, crime prevention items, community sign and portable stage/showmobi1e. They will condense their list and meet with the City Manager to decide on a particular project/projects. D. REVIEW/FINALIZE DEPARTMENT BUDGETS. 1. COMMUNITY CENTER IMPROVEMENTS/OPERATING The City Manager reported that the Community Center improvements would be eligible for CBDG grant funds. The improvements could be implemented over a period of three years. Approximately 80% would be funded by CBDG funds and the remainder could come from the City real estate fund. There was discussion at the last budget meeting of funding a secretary for the community Center in the 1988 budget. The City Manager stated that he would like to do some research of other senior community centers to determine if this expenditure is appropriate. After some discussion, Mr. Kritzler moved and Mr. Anderson seconded the motion to budget for a 1/2 time secretary for the Community Center in case the research shows that a secretary is n eded. If the secretary is not needed, the money would not be xpended. A poll of the vote was as follows: Mr. Redepenning, Aye; Mr. Kritzler, Aye; Mr. Shirley, Nay; Mayor Mi1bert, Nay. The motion carried. 2 . FIRE DEPARTMENT The Council had questions about salary increases for Fire D partment officers proposed in the budget. Hugh Strawn appeared to explain that it was necessary to bring these salaries in line with the surrounding communities in order to fill the positions. Hugh Strawn requested that a car be budgeted for the Fire Chief. The City Manager did not approve this expenditure in the proposed budget. Mr. Strawn explained that the Fire Chief is required to do a lot of traveling in line with his position. The Council , MINUTES SPECIAL CITY COUNCIL MEETING - SEPTEMBER 22, 1987 SUBJECT: 1988 BUDGET HEARING page 3 felt that it should not b budgeted in the 1988 budget, but would be something to keep in mind for the future. e Mr. Anderson moved and Mr. Redepenning seconded the motion to approve the Fire Department budget as proposed, excluding a car for the Fire Chief. The motion carried by unanimous consent. PARKS The proposed budget contained a $2,000 expenditure for a non- existant project. Connie Connors, Chairperson of the Park Board appeared before Council to ask that $8,000 be added to the $2,000 to finance a sun shelter at Valley Park. Earlier discussion suggested that a service organization such as, Rotary be asked to constribute toward this project. Mr. Kritzler moved and Mr. Anderson seconded the motion to approve a $10.000 expenditure for the Valley Park Sun Shelter in the 1988 Park Department budget, and request staff to explore the possibility of getting a service organization to contribute to the project. The motion carried by unanimous consent. ~ Mayor Milbert closed the hearing at 9:08 p.m. Mr. Anderson moved and Mr. Redepenning seconded the motion to adjourn.
