April 10 at 7 p.m.

letter

the
City
Counc1l
that
outlines
the
responsibilities of the Liquor Advisory Board as determined

by them at their April 1 City Council meeting. Hopefully we
can get 100% attendance at the upcoming meeting in order to
establish a framework and make a number of decisions about
responsib1lities, work load, and direction for the Board.
Please review the materials prepared by Dr. Schaeffer prior
to the upcoming meeting so that we can discuss them.

TO: Liquor Advisory Board Members
The L1quor Advisory Board was established ~to ald the city
Councll in dealing with 11quor issues in the city of
Hopkins. concern about liquor lSsues has grown out of an
lncldent that occurred in 1985, when the pOllce arrested
f1ve liquor retailers for selllng alcohol to mlnocs. By
establishing a Liquor Advisory Board, the City council hopes
to accomplish the following objectlves:
1. Establish a better dialogue between the city and the
Liquor Retailers Association in Hopklns.
2. TO identlfy alcohol problems that exist within the
community. This means that the Clty council 1S interested
in identifying ~ alcohol problems not just the problem of
use by minors.
3. Identify measures to be taken by the C1ty council to
insure fair and effective regulation of liquor licensees.
This could take the form of written prevention policies and
procedures, establishment of a hospitality business code,
and suggested training for owners, bartenders and workers in
liquor establishments.
4. provide a forum for liquor retailers who present
problems and identify needs. Hopefully the Liquor A.dvisory
Board can act as a forum for concerns that the liquor
industry has. This will help the city to attain goal #1
above.
5. provide a forum for the community to present concerns,
needs and identify problems associated with alcohol use.
This will also help the city to attain goal number 1.
