MINNESOTA 55343 612/935-8474 May 16, 1986 Mayor and c~ty council Members city of Minnetonka 14600 Minnetonka Boulevard Minnetonka, Minnesota 55345 Dear Mayor and city council Members, e The purpose of this letter is to inform you of the city of Hopkins' position on the public improvement project proposed for 4th Street North, near the Homestead development in Minnetonka. Specifically, the City of Hopkins feels that a number of issues need to be resolved before this project can go forward: 1. A final determination as to the div1sion of costs. Although it is assumed that a 50/50 split would be used, we are not conv~nced that this 1s appropriate. 2. Because the improvement of 4th street involves change, we feel that a place regarding the needs to establishing a final a s~gnificant grade discussion should take of each city, prior design. 3. Related to issue number 2, the city of Hopkins is not entirely convinced it 1S necessary to pave 4th Street. Again, we believe that the two c1ties should discuss this issue. 4. The City of Hopk~ns is very concerned about the parking variances granted to Homestead by the city of Minnetonka. Before a final decision about improving 4th Street can be made, the city of Hopkins believes it is necessary to address the issue of parking and the potent~al impacts of on- street parking in Hopkins resulting from the Homestead development An Equal Opportunity Employer 5. It was suggested that the developer of the Homestead project should consider requesting direct access from Highway 7. If granted, the City of Hopkins believes that this could solve a number of problems with this project. 6. Because the City of Minnetonka granted a front yard variance, the City of Hopkins would like to see the landscape plans in order to determine how the Hom~stead prbject will relate to the surrounding neighborhood in Hopkins. 7.
