NOTICE OF HEARING ON PROPOSED ASSESSMENTS
TO WHOM IT MAY CONCERN:
NOTICE IS HEREBY GIVEN that the City Council of the City of Hopkins
will meet in the Council Chambers of the City Hall at Hopkins, Minnesota,
at 7:30 o'clock P.M., on August 5, 1986 to pass upon the proposed special
assessments for the improvements of certain streets, avenues, highways,
alleys and thoroughfares, and for the costs of removing trees, mowing
and maintenance and false fire alarms, all more particularly described
in Exhibit A. hereto attached and hereby made a part hereof.
The proposed assessments are on file for public inspection in the
office of the City Clerk at sald City Hall.
Written or oral objections will be considered and heard at said hearing.
No appeal may be taken as to the amount of any assessment unless a slgned,
written objection is filed with the clerk prlor to the hearing or presented
to the presiding officer at the hearing.
An owner may appeal an assessment to district court pursuant to
Minnesota Statutes Section 429.081 by serving notice of the appeal upon the
mayor clerk of the city within 30 days after the adoption of the assessment
and filing such notice with the district court within ten days after service
upon the mayor or clerk.
The total cost of each of said improvements are set forth in said
Exhibit A. and unless otherwise stated herein, the City will pay no part of
any of such assessments.
There is no provision for deferment of the assessments.

1. Project 82-10 Street construction including curb and gutter on Smetana
Road (11th Street South) from 11th Avenue South to the west City limits
total cost being $251,563.20 of which $50,063.80 is proposed to be assessed
to West 1/2 of Southwest Quarter of Southwest Quarter, except road, in
Section 25, Township 117, Range 22 (P.I.D. 25-117-22 33 0001); Lot 1, Block
1 Opus 2 Ninth Addition (P.I.D. 25-117-22 33 0003); Lot 1, Block 2 Opus 2
Ninth Addition (P.I.D. 25-117-22 33 0004); and all of Block 2 Davisons
Addition to West Minneapolis (P.I.D. 25-117-22 34 0032).
2. Project 82-11 Storm sewer construction on Smetana Road (11th Street
South) from 11th Avenue South to west City limits, total cost being
$18,721.98 of which none is to be assessed.
3. ProJect 82-12 Street lighting on Smetana Road (11th Street South) from
11th Avenue South to the west City limits, total cost being $15,479.78
and the area proposed to be assessed being: West 1/2 of Southwest Quarter
of Southwest Quarter, except road, in Section 25, Township 117, Range 22
(P.I.D. 25-117-22 33 0001); Lot 1, Block 1 Opus 2 Ninth Addition (P.I.D.
25-117-22 33 0003); Lot 1, Block 2 Opus 2 Ninth Addition (P.I.D. 25-117-22
33 0004); and all of Block 2 Davlsons Addition to West Minneapolis
(P.I.D. 25-117-22 34 0032).
4. Project 82-13 Bridge construction on Smetana Road (11th Street South)
by the installation, landscaping and lighting of a secondary road -
pedestrian underpass bridge, total cost belng $54,329.51 of which
$27,164.75 is proposed to be assessed to West 1/2 of Southwest Quarter
of Southwest Quarter, except road, in Section 25, Township 117, Range 22
(P.I.D. 25-117-22 33 0001); Lot 1, Block 1 Opus 2 Nlnth Addition (P.I.D.
25-117-22 33 0003); Lot 1, Block 2 Opus 2 Ninth Addition (P.I.D. 25-117-22
33 0004); and all of Block 2 Davisons Addition to West Minneapolis
(P.I.D. 25-117-22 34 0032).
5. Tree removal at the followlng locations:
1. 730 Drillane Circle, Lot 4, Block 1 Drillane West (P.I.D. 13-117-22
42 0046), total cost being $413.00.
2. 209-211 21st Avenue North, Lots 19 and 20, Block 5, West Minneapolis
Third Division (P.I.D. 23-117-22 14 0134), total cost being $110.60.
6. Mowing and maintenance at the following location:
1. Lot 30 except highway and Lot 31, Block 1, Park Valley 2nd Addition
and east 350 ft of S 230.28 ft of N 26.07 ft of E 1/4 of Section
25, Township 117, Range 22, ex hwy. (P.I.D. 25-117-22 14 0120 and
25-117-22 14 0124), total cost being $171.00.
7. Violation of Ordinance 80-473 - False Fire Alarm at the following
location:
1. 10 17th Avenue South, Com at SW cor of Lot 3, th N to a pt 102
ft. S from NW cor thereof, th E par with N line of Lots 3, 4, & 5
to a pt 25 ft W from E line of Lot 5, th S par with sd Eline 20 ft.,
th E par with N line of Lots 5, 6 and 7 to E line of Lot 7, th S to
SE cor thereof, th Wly to beg., Block 2, Boulevard Manor (P.I.D.
23-117-22 44 0037), total cost being $251.00.

NOTICE OF BIDS FOR THE CONSTRUCTION
OF CITY STREET
SEALED BIDS will be received by the City Manager at the City Hall, Hopkins,
Minnesota, until Tuesday, July 29, 1986, at 10:00 a.m., local time, and then
and there opened and publicly read, and as soon as possible thereafter, award of
a contract will be made by the City for Construction of City Street.
Approximate major construction quantities include 325 lineal feet of 1211 CIP
storm sewer and 660 feet of asphalt street.

Plans, specifications and further details are availabe at the office of the
Dlrector of Engineering. Each bid must be accompanied by a Cashier's Check, Certi-
fied Check, or Standard Bidder1s Bond written by a corporate surety certified by
the Minnesota State Insurance Commission, at ten percent (10%) of the total bid
price, payable to the City of Hopkins, as a guarantee that the bidder will, if
successful, promptly execute a satisfactory contract for the faithful performance
of the work covered by this specification.
The successful bidder shall, within ten (10) days after oral or written notice
by the City, that his bid is accepted (which time may be extended in writing by the
City for satisfactory cause shown by the bidder) execute a written contract and
furnish a faithful performance surety bond in the sum equal to 100% of the bid,
which bond shall also secure the City for a period of not less than one year from
date of contract completion against any and all defective materials and workmanship
and for timely payment of all contractor's bills.
Upon award of the contract, the checks or bidder's bond of the unsuccessful
bidders shall be returned to them, and upon the filing of the contract and perfor-
mance bond, the check or bid bond of the successful bidder will be returned to him.
The City reserves the right to reject any and all bids or parts thereof. Any
incomplete bid will be rejected.
In case of default, the City may have the work done by others, and hold the
original bidder or contractor liable for increased costs.
