07-15-1986 Resolutions CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION NO: 86-33 RESOLUTION MAKING FINDINGS OF FACT AND APPROVING APPLICATION FOR SUBDIVISION APPROVAL . WHEREAS, an application for Subdivislon Approval entitled SUBD85-1 has been made by Richard Neslund for Centurion Company at the northeast corner of Edgemoor Drive and State Highway No.7. WHEREAS, the procedural history of the application is as follows: 1. That an application for Subdivision Approval entitled SBUD85-1 was filed with the City of Hopkins on November 8, 1985. 2. That the Hopkins Planning Commission reviewed such application on December 30, 1985. 3. That the Hopkins Planning Commission, pursuant to published and mailed notices, held a public hearing on December 30, 1985; all persons present at the hearing were given an opportunity to be heard. 4. That the written comments and analysis of the City Staff and the Planning Commission were considered. NOW THEREFORE BE IT RESOLVED, that the Hopkins City Council makes the following Findings of Fact in respect to SUBD85-1: 1. That the subdivision will form two conforming lots. 2. That single family dwellings may be built on each lot. 3. That the proposed subdivision conforms to all requirements of the City's zoning and subdivision ordinances. BE IT FURTHER RESOLVED, that application for Subdivision Approval SUBD85-1 is hereby approved subject to the following conditions: Adopted this 15th day of July, 1986. 1. That access to the lots be from Edgemoor Drive. 2. That all easements as shown on the plat be recorded as permanent easements. 3. That a break-away fence be erected at property line between Amhurst and northern most lot. 4. No access to either driveway from the emergency firelane nor shall the driveway intersect with the emergency firelane. 5. No access from Amhurst to these two lots except for emergency access. 6. No access from these two lots to Amhurst except for emergency access. / / / CITY OF HOPKINS Hennep~n County, Minnesota Resolution No. 86-42 J A RESOLUTION OF THE HOPKINS CITY COUNCIL CREATING A PARKING COMMITTEE WHEREAS, the Hopkins City Council may by resolution, pursuant to Chapter 2, Section 2.02 of the Hopkins City Charter, create commissions or boards and appoint members thereof, with any advisory powers to investigate any subject of interest to the municipality and to prepare any plans subject to the approval of the Council, and WHEREAS, the subject of park~ng is of ~nterest to the City, the creation of a Parking Committee will help ensure a functional, econom~cal,and safer environment for residential, commercial, industrial and public activ~ties and will promote the publ~c health safety, and general welfare, and WHEREAS, a Parking Committee will advise the Council and report on desirable changes to ensure a park~ng management system thereby bringing about s~gn~ficant progress in both public and private economic development. THEREFORE BE IT RESOLVED by the C~ty Council of the City of Hopk~ns that the Parking Committee herein created shall: Consist of five members appointed by the Mayor; and a staff liaison designated by the City Manager; who shall meet on an "as needed" basis. Elect a Chairperson, Vice Chairperson and operate under Roberts Rules of Order. ~ Undertake analysis review of parking ~ssues and make recommendations to the City; study zoning ordinance revisions regarding both the number of required spaces and parking space or lot design; cons~der changes to the operation and management of the City parking system including such items as fees or fines, changes in snowplowing procedures or enforcement practices; and changes in parking time l~mits; propose park~ng budgets; parking components of redevelopment proposals, and parking concerns raised by c~tizens, business persons, and property owners. Review items referred by the City Councilor the Zoning and Planning Commission.
