Provision has been made for the payment of the City's
contributory share to the Public Employees Retirement
Association.
Provision has also been made for the payment of
principal and interest on the following bond issues:

Water Revenue Bonds of 6-1-67
Sanitary Sewer Revenue Bonds of 7-1-70
Redevelopment Bonds of 11-1-77
Redevelopment Bonds of 11-1-78
Redevelopment Bonds of 3-1-84
Redevelopment Bonds of 12-1-85
BE IT FURTHER RESOLVED, that the City Clerk is hereby
ordered and directed to transmit a certified copy of this
resolution to the County Auditor of Hennepin County,
Minnesota.

RESOLUTION MAKING FINDINGS OF FACT AND APPROVING
APPLICATION FOR CONDITIONAL USE PERMIT CUP86-9
WHEREAS, an application for a Conditional Use Permit CUP86-9
has been made by Karen Disrud, 1315 Oxford Street, to
operate a Day Care.
WHEREAS, the procedural history of the application is as
follows:
1. That an applicat~on for Conditional Use Permit
CUP86-9 was filed with the City of Hopkins on
August 19, 1986.
2 . That the Hopkins Planning Commission reviewed
such application on September 30, 1986.
3. That the Hopkins Plannings Planning Commission,
pursuant to mailed notices, held a public hearing
on September 30, 1986; all persons present at the
hearing were given an opportunity to be heard.
4. That the written comments and analysis of the
City Staff and the Planning Commission were
considered.
BE IT FURTHER RESOLVED, that application for Conditional Use
Permit CUP86-9 is hereby approved subject to the following
conditions.
1. That the applicant is licensed by the State of
Minnesota.
2. That the residence is inspected by the City
Inspectors.
3. That a fence be erected around a play area in
the back yard.

RESOLUTION NO: 86-60
RESOLUTION MAKING FINDINGS OF FACT AND APPROVING
APPLICATION FOR VARIANCE VN86-10
WHEREAS, an application for a Variance entitled VN86-10
has been made by Emil Keller, 406 - 16th Avenue North, to
convert a carport into a garage which would encroach into
the sideyard.
WHEREAS, the procedural history of the application is as
follows:
1. That an application for Variance VN86-10 was
filed with the City of Hopkins on August 7, 1986.
2. That the Hopkins Planning Commission reviewed
such application on August 26, and September 30,
1986.
3. That the Hopkins Planning Commission, pursuant
to mailed notices, held a public hearing on August
26, 1986 and continued to September 30, 1986; all
persons present at the hearing were given an
opportunity to be heard.
4. That the written comments and analysis of the
City Staff and the Planning Commission were
considered.
NOW THEREFORE BE IT RESOLVED, that the Hopkins City Council
makes the following Findings of Fact in respect to VN86-10:

RESOLUTION MAKING FINDINGS OF FACT AND APPROVING
APPLICATION FOR VARIANCE VN86-14
WHEREAS, an application for a Variance entitled VN86-14 has
been made by Burschs, 17 - 8th Avenue South, for a parking
and front yard variance.
WHEREAS, the procedural history of the application is as
follows:
1. That an application for Variance VN86-14 was
filed with the Cit y of Hopkins on September 5,
1986.
2. That the Hopkins Planning Commission reviewed
such application on September 30, 1986.
3. That the Hopkins Planning Commission, pursuant
to mailed notices, held a public hearing on
September 30, 1986: all persons present at the
hearing were given an opportunity to be heard.
4. That the written comments and analysis of the
City Staff and the Planning Commission were
considered.
NOW THEREFORE BE IT RESOLVED, that the Hopkins City Council
makes the following Findings of Fact in respect to VN86-14:
1. That there would be no greater intrusion into
the front yard than the existing building.
BE IT FURTHER RESOLVED, that application for Variance VN86-
14 is hereby approved subject to the following Condition:
1. That the applicant becomes the owner of the
property prior to October 16, 1986../

RESOLUTION MAKING FINDINGS OF FACT AND APPROVING
APPLICATION FOR CONDITIONAL USE PERMIT NO 86-10
WHEREAS, an application for a Conditional Use Permit CUP86-
10 has been made by Warrington Associates, to construct an
office building on the vacant parcel of land north of 601
Second Avenue South.
WHEREAS, the procedural history of the appl~ca t ion is as
follows:
1. That an application for Conditional Use Permit
was filed with the City of Hopkins on September 2,
1986.
2. That the Hopkins Planning Commission reviewed
such application on September 30, 1986.
3. That the Hopkins Planning Commission, pursuant
to published and mailed notices, held a public
hearing on September 30, 1986: all persons present
at the hearing were given an opportunity to be
heard.
4. That the written comments and analysis of the
City Staff and the Planning Commission were
considered.
NOW THEREFORE BE IT RESOLVED, that the Hopkins City Council
makes the following Findings of Fact in respect to CUP86-10:
1. That the proposed building meets the
requirements for the B-1 District.
2. That the proposed building meets the
requirements for a Conditional Use Permit.
BE IT FURTHER RESOLVED, that application for Conditional Use
Permit CUP86-10 is hereby approved subject to the following
conditions:
1. Approval by the Watershed District.
2. Approval by the Fire Marshal.

RESOLUTION MAKING FINDINGS OF FACT AND APPROVING
APPLICATION FOR VARIANCE VN86-13
WHEREAS, an application for a Variance VN86-13 has been made
by Warrington, Assoc. for a sideyard variance to construct a
link between the proposed building and the existing building
at 601 Second Avenue South.
WHEREAS, the procedural history of the application is as
follows:

1. That an application for Variance was filed
with the City of Hopkins on September 2, 1986.
2. That the Hopkins Planning Commission reviewed
such application on September 30, 1986.
3. That the Hopkins Planning Commission, pursuant
to mailed notices, held a public hearing on
September 30, 1986: all persons present at the
hearing were given an opportunity to be heard.
4. That the written comments and analysis of the
City Staff and the Planning Commission were
considered.
NOW THEREFORE BE IT RESOLVED, that the Hopkins City Council
makes the following Findings of Fact in respect to VN86-13:
1. A unique circumstance exists due to the
inability of the applicant to purchase the subject
property.
2. A hardship exists due to the access that is
required to the proposed building.
3. The negative impact of the variance will be
minimized due to the fact that the building will
have the proper side yard setbacks, except for the
link.
BE IT FURTHER RESOLVED, that application for Variance VN-86-
13 is hereby approved subject to the following conditions:

RESOLUTION NO. 86-66
RESOLUTION CANCELING IMPROVEMENTS
AND PREPARATION OF PLANS
WHEREAS, a Resolutlon of the City Councll No. 79-2761 adopted the
6th day of March, 1979 ordered an improvement of street construction
&
at a point on Cambridge Street approxlmately 200 feet west of Blake Road,
thence southerly approxlmately 365 feet by the acquistlon of land,
bituminous curb and bituminous reconstruction thereon, the total estimated
cost thereof being $31,457.50, and
WHEREAS improvements to Blake Road North (County Road 20) commenced
shortly thereafter and these improvements eliminated the need for the
access to properties off Cambridge Street west of Blake Road.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HOPKINS,
MINNESOTA:
1. Such improvements as proposed in Council Resolution No. 79-2761
adopted March 6, 1979 be canceled.
