ORDINANCE NO. 85-555
AN ORDINANCE AMENDING SECTION 427 OF THE HOPKINS
ZONING ORDINANCE PERTAINING TO SIGNS, ADVERTISING LIGHTS
AND DEVICES
BE IT ORDAINED by the City Council of the City of Hopkins as follows;
That Section 427 of the Hopkins Zoning Ordinance pertaining to signs,
advertising lights and devices is hereby amended by adding the following provision;
427.42 (24). Signs may be permitted by Conditional Use Permit for public
parks and playgrounds, churches, synagogues, public libraries, public museums, public
art galleries, public and parochial schools, municipal buildings, golf courses,
country clubs, community centers, colleges, universities and private schools,
hospitals, and sanitariums, based on the following design criteria and other conditions
the City Council may require.
(a) Size: The size shall be proportional to the size of the facility,
need for signage, frontage on street(s), location, visibility, and
development in the area. The maximum size should not exceed 60 square
feet per sign surface with a maximum area of 120 square feet per single
sign.
LiJhting:
(1 lighting shall be indirect or it shall be backlighting
(2) neon lighting, flashing lighting, and/or rotating lighting
signs shall be prohibited.
(d) Design: Signs attached to the building shall be integrated with
the building design and architecture in terms of materials, colors,
lighting and placement; signs not attached to the buildings shall
be architecturally treated and coordinated with the principal
building by use of compatible materials and design.
(e) Location: No free standing signs shall be located less than 25
feet from any street right-of-way line.
(f) Sign Purpose: The principal purpose of the sign permitted under
this section shall be to identify the public or institutional use
made of the property.
That subsections 17 and 18 of 427.42 of the Hopkins Zoning Ordinance be and the same
is hereby amended by revision and there is hereby enacted and adopted in place thereof
the following subsections:
427.42(17) 3. DISTRICT/USE: all R-Districts, Non-residential use; PER-
MITTED TYPE OF SIGN: Double surfaced name plate sign;.. QUANTITY: 1; ILLUMINATED:
Yes; MAXIMUM AREA OF SINGLE SIGN: 12 square feet per surface; TOTAL AREA OF ALL SIGNS:
24 square feet.
427.42(18) 4a. DISTRICT/USE: B-2; PERMITTED TYPE OF SIGN: Name plate or
symbol in the shape or form that denotes the nature of the business being conducted
within, at right angles to the building wall are permitted at intervals of not less
than 15 feet; ILLUMINATED: No; MAXIMUM AREA OF SINGLE SIGN: The area of such
signs shall not exceed three square feet and shall extend no more than thirty-six
(36) inches from the wall or side of the building to which said sign is attached and
shall be no lower than ten (10) feet from the sidewalk; TOTAL AREA OF ALL SIGNS:
2 square feet per front foot of building abutting a public right-of-way 50 feet or
more in width.
