Notice proposed paving of alley e CITY OF HOPKINS Hennepln County, Mlnnesota NOTICE CONTINUED HEARING ON PROPOSED PAVING OF ALLEY EAST OF 10TH AVENUE BETWEEN 6TH STREET AND 7TH STREET To be held Tuesday, July 17, 1984, City Hall Council Chambers, 7:30 P.M. The City Council has dlscussed the proposed installation of a paved alley at the June 5th and July 3rd meetings. One of the major concerns is the question of how the alley cost should be spread. Residents of the Westbrooke condominium units have voiced opposition to paying any of the costs of the two sections of alley under consideration. At the July 3 meeting, the Council discussion indicated that the project may be considered as an area responsibility since it is part of a platted system of streets and alleys. When a project is planned (such as Westbrooke) the developer has a choice of using the adjacent streets and alleys, including requesting vacating of public rights of way, by his placement of buildings and driveways. The point of view raised is that the obligation to help pay for a street or alley in the area is not necessarily removed merely by the fact that the site design does not include such use. I have prepared an englneer's report with an estimated cost to install a concrete alley. The Council instructed me to send information to the properties who are abutting the proposed alley to see if there is sufficient lnterest in the project to proceed with a public hearing. The attached sketch shows the location of the proposed alley in relation to the propertles. It is generally described as the platted alley east of Harrlson Avenue South between 1st Street South and 2nd Street South (Block 37, West Minneapolis Center). Estimated total cost (Includes City paying 20% of concrete cost) $17,489 Assessable feet 1200 $14.58 Cost per assessable foot $17489 = 1200 Example: Cost for a 48' lot = 48 x 14.58 = approx. $700 The assessable cost shown above is on the assumption that half the cost of the alley is assessed to property on each side. If an equal benefit is not available for some properties, the cost could be higher to those properties which are eventually assessed. I would appreciate your reply either by phone or by letter.
