RESOLUTION NO. 84-3146
RESOLUTION DECLARING COSTS TO BE ASSESSED AND
ORDERING PREPARATION OF PROPOSED ASSESSMENTS
WHEREAS, certain improvements, all as more fully described in Exhibit
A. hereto attached and hereby made a part hereof have been previously
ordered and completed:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HOPKINS, MINNESOTA, as follows:
1. That the cost of each such improvement to be specially assessed is
hereby declared to be the cost or the amount to be assessed, whichever is
~ greater;) which appears in said Exhibit A.
2. That the City Clerk, with the assistance of City Engineer, shall
forthwith calculate the proper amount to be specially assessed for each such
improvement against every assessed piece or parcel of land within the various
districts or locations affected without regard to cash valuation, as provided
by law, and he shall file a copy of such proposed assessments in his office
for public inspection.
3. The Clerk shall, upon the completion of such proposed assessments
notify the Council thereof.

A RESOLUTION ORDERING ABATEMENT OF NUISANCE
BY REMOVING CERTAIN INFECTED ELM AND/OR OAK
TREES IN VARIOUS LOCATIONS IN THE CITY OF HOPKINS

WHEREAS, pursuant to C1ty of Hopkins Ordinance No.
79-467 and pursuant to MSA Chapter 18, and pursuant to Chapter 4,
Rules and Regulat10ns of the Department of Agriculture
(AGR-101-120l, the forester of the City of Hopk1ns has found
cond1t1ons 1nd1cat1ng the presence of Dutch Elm or Oak Wilt
1nfestat1on exist and have eX1sted upon the following properties:
(see list attached, marked Exh1b1t A)
WHEREAS, not1ce of such findings has been given to the
owners of record of the prem1ses; and
WHEREAS, no part of sa1d infected trees have been
removed or otherW1se treated,

NOW THEREFORE, IT IS HEREBY RESOLVED by the City Counc1l
of the C1ty of Hopk1ns, as follows:
That the prem1ses of sa1d 1nfected trees, which are in
number and Ilsted have been and are duly marked and are located as
11sted, const1tute a publ1C nU1sance as more fully set forth in
the prov1s1ons of Hopk1ns Ord1nance No. 79-467 M.S.A. Chapter 18,
and Rules and Regulations of the Department of Agriculture (AGR
101-120), and such nuisances are hereby ordered to be immediately
abated by cutting and removal of all such infected trees thereon.
It 1S further ordered that a Not1ce of the intention of
the Counc11 so to abate sa1d nU1sance shall be pUbl1shed once and
a copy thereof mailed to the affected property owners, which
Not1ce shall spec1fy that act10n upon th1S Resolution shall be
taken at a spec1al meet1ng of the C1ty Counc1l to be held
September 4, 1984 such publ1cation to be not less than one
week pr10r to the date of such meeting.
The CounC1l at such meet1ng shall hear all property
owners w1th reference to the above matter. It 1S further resolved
that a copy of th1S Resolut1on shall be ma1led immediately to the
owners of the property 1nvolved here1n.

NOW THEREFORE, IT IS HEREBY RESOLVED by the C1ty
Counc1l of the Clty of Hopklns that the Clty w1ll take actlon to
remove these lnfected trees as Ilsted above and charge the costs
to the owners of sald property.

RESOLUTION NO. 84-3152
RESOLUTION ORDERING IMPROVEMENT AND PREPARATION
OF PLANS
WHEREAS, a Resolution of the City Council No. 84-3127, adopted the
18th day of April, 1984, fixed a date for a hearing on the proposed improve-
ment of the north-south alley east of 10th Avenue South between 6th Street
South and 7th Street South by concrete surfacing thereon, the total estimated
cost thereof being $12,874.74, and
WHEREAS, all property owners whose property is liable to be assessed
for the making of this improvement were given ten days published notice of
the Council hearing through two weekly publications of the required notice,
and a hearing was held and the property owners heard thereon on the 5th day
of June and continued on July 3, 1984; July 17th, 1984 and August 7th, 1984.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HOPKINS:
1. Such alley is hereby ordered as proposed in the Council Resolution
No. 84-3127 adopted April 18th, 1984. Benefittlng property owners shall pay
eighty percent of the cost over a ten year period and the City of Hopkins
shall pay twenty percent out of the General Fund.
2. That John StroJan, City Englneer, is hereby designated as the
Engineer, for this improvement and he shall prepare plans and specifications
for the making of such improvement.
Adopted by the City Council of the Clty of Hopkins, Minnesota, this 7th
day of August, 1934.

RESOLUTION NO. 84-3153
A RESOLUTION ORDERING PREPARATION OF ENGINEERS
REPORT ON IMPROVEMENTS
WHEREAS lt is ordered by the City Council that consideratlon be
given to the improvement of the north-south alley between 8th Avenue and
9th Avenue, south of the east-west alley, south of Excelsior Avenue by
concrete surfacing thereon and the assessment of benefitting property
for all or a portlon of the cost of the improvement pursuant to M.S.A.,
Secs. 429.011 to Secs. 429.111, as amended.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF

HOPKINS, MINNESOTA, that the proposed improvement be referred to John
Strojan, City Engineer, for study and he is instructed to report with
all convenient speed advising the Council in a prellmlnary way as to
whether the proposed lmprovements are feasible and as to whether they
should best be made as proposed or ln connection with some other lmprove-
ment, and the estlmated cost of the improvements as recommended.
Adopted by the City Council of the City of Hopkins, MInnesota, this

Project 77-08. Extension of watermain and installation of hydrants to
provide additional fire protection and to eliminate dead end main in a
high service locatlon, on the north side of County Road No.3 from west
of the Chicago Northwestern Railroad right-of-way (Town Terrace Apts.)
to new exit ramp east of Chicago Northwestern Railroad right-of-way
(area bounded by Excelsior Avenue West, 5th Avenue South, County Road
No. 3 and the exit ramp from southbound #18 to County Road #3) the
estimated cost being $9,108.00. .

Project 82-06. Watermain on Tenth Street and Feltl Court from Eleventh
Avenue to Eleventh Street South, estimated cost being $95,427.00.

ProJect 82-05. Sanitary Sewer on Tenth Street and Feltl Court from
Eleventh Avenue to Eleventh Street South, estimated cost belng $53,015.00.
