Corner 7th Street and 2nd Avenue South The Zonlng and Planning Commlsslon at the August 28, 1984 meet1ng revlewed the request by W. Pitt Rolfe for a Conditional Use Permit to construct an offlce bU1ld1ng at the above 10cat1on. Some concerns were expressed by the adJacent property (Warr1ngton Associates - 601-2nd Avenue South) regarding the safety of ingress egress for this site. 7 The Rolfe property will have access at one point only, the northwest corner of the lot, by means of a driveway off 2nd Avenue. The property was purchased from Hennep1n County w1th the cond1t1on that no access occur off 7th Street Slnce this was too close to the southbound off ramp from County Road 18. The access to the Warr1ngton slte 1S from a dr1veway 40 feet north of the proposed Rolfe driveway A representat1ve of Warr1ngton stated that he felt that eX1ting from this driveway onto 2nd Avenue was hazardous and therefore a driveway closer to 7th Street would be more dangerous. The matter was referred to the City Engineer for comment. Attached is sheet #1, the slte plan for the proposed Rolfe build1ng, and sheet #2, a general street plan of the immediate area. 2nd Avenue South was constructed by Hennepin County as a connection from the 7th Street interchange of County Road 18 to 5th Street South. A concrete 1sland was installed at the northeast corner of the intersection of 7th Street and 2nd Avenue. Th1S perm1ts a free right turn for westbound on 7th Street to northbound on 2nd Avenue. The westbound traffic on 7th Street to go southbound on 2nd Avenue must make a stop at 2nd Avenue. The southbound traffic on 2nd Avenue has a free left turn at 7th Street. The traffic north- bound on 2nd Avenue must stop at 7th Street. Th1S traff1c pattern was implemented 1n order to preserve as much of a free flow as poss1ble for the major traffic movement. A suggest10n was made to either reconstruct the free right turn by elim1nating the island and install1ng a stop sign for westbound 7th Street at 2nd Avenue. This would make a difficult right turn even 1f no stop slgn was installed. This would adm1ttedly slow down the right turn veh1cles but would not be just1fied for a stop sign installation. - 1 - I " Clty Council & Clty Manager August 31, 1984 Page 2 The Rolfe development landscape plan shows the plant1ng of 2~" maple trees on the west side of thelr building The lowest branches on this sized tree would not hlnder V1Slon to the south for a vehlcle eX1ting the Rolfe defelopment or for a north bound vehicle on 2nd Avenue to see the vehlcle eXltlng from the Rolfe lot. The posslblllty of a Joint use of an exit from the Warrington lot was expressed ThlS would have to be worked out between the two landowners. It would necessitate the reV1Slon of some of the parklng in both lots. One serlOUS problem lS that the Rolfe parking lot 1S approxlmately 4 feet below the Warrlngton lot Advance warn1ng slgnlng would be an optlon 1f lt appeared that, after constructlon lS complete, conditions warrant some addltional measures. All drlvers must use caut10n at all tlmes, espec1ally vehicles eXltlng from drive- ways into moving traffic. Obviously this 1S not always done. Often the con- cluslon reached lS that a particular conditlon is hazardous when in reality it is caused by driver impatience or fallure to stop before eXlting a driveway. I do not feel that the trafflc volumes on 2nd Avenue are such as to present an unusual hazard for ingress and egress from this proposed development.
