An ornamental street lighting system was installed in 1983 on Sweet Briar
Lane, Althea Lane and Herman Terrace. The project cost was assessed on an
equal division basis to 70 lots in the area including 2 lots fronting on Herman
Court. (House #205 and 209). No lights were installed on Herman Court which
has a cul-de-'sac at the end.
On September 20, 1983, the Council held an assessment hearing on the above
described lighting project. The Council passed the proposed assessment, but
based upon the comments of the owners of the lots fronting on Herman Court
requested the Engineering Department to investigate thepossiblity of adding
an additional light at some point on Herman Court.
The following is a listing of three possiblities and the cost of each:
Herman Court Street Light Options:

Option I - NSP owned and maintained
NSP install a light fixture on existing mid-block
NSP owned pole
Cost to City - $13.00 per month for power.
Option II - City owned and maintained
City install a light fixture on existing mid-block
NSP owned pole (with their reluctant approval)
Cost to City - Installation of fixture and wiring $400.00
and $3.55 per month for power.
If material cost only are used - Cost is $188.00.
Option III -: City owned and maintained
Install with city maintenance forces a new pole and fixture with
underground wiring at north end of Herman Court to match lighting
system installed in adjacent area in 1983.
Cost to City Estimate $1,000.00
and $3.55 per month for power.

Conclusions:

The common advantages of Option II and III is that the power cost is
$9.45 per month lower. Option III would require the starting of a new
assessment project unless the City agreed to install the light from maint-
enance funds. Option II was suggested by the residents of Herman Court at
the hearing last September. permission would have to be secured from NSP
but they have indicated that if the City made the request, they would give
their approval.
A sketch of the lighting system is attached showing the two possible
locations for the new light.
