SHADY OAK PARK IMPROVEMENTS .. ~ o DATE: February 28, 1984 TO: Honorable Mayor and City Council THROUGH: William Craig, City Manager FROM: Richard Wilson, Recreation and Park Director RtJ SUBJECT: Shady Oak Nature Area Park Improvements o The Shady Oak Nature Area is the sump/pond surrounded by a small amount of grassed area, located east of, Shady Oak :Road, between First Street North and 21st Avenue North. The Park Department mows and fertilizes the grass, and places a few picnic tables and trash barrels in the largest grass area, near Shady Oak Road. The public uses the grass area in a passive way, mainly feeding and watching the ducks, eating a lunch, etc. A maintenance problem and perhaps a safety problem is created because of the picnic tables that are located there. The tables are heavy and sturdy, but can be moved around. To pre- vent them from being pushed too near or even into the water, they are chained to a tree or stake. That precaution potentially will cause someone to trip or fall over the chain or stake, and be hurt. It also forces the tables to remain in a small general area, with the end result that the grass becomes worn or eliminated there. The Staff and Park Board recommend that $1,000 be made available from the "park construction fund" to finance replacing these tables with three heavy cement tables, and also to install a maintenance- free cement slab underneath each one. o ph .. Users will have to furnish their own net and volleyball. \ Mr. Wilson reported the VFW does not desire that the plaque be "mounted on the Downtown Park flagpole monument, as vas proposed. Board members discussed . other , types of monuments, favoring a large rock. Mr. Hance reported having talked to Mr. Arimond regarding the proposed ,vording on the plaque. ' They vill meet or talk again 'after Mr. Arimond has the opportunity to consult \lith his children. The date of Thursday, June 28, the first 1984 band concert in Downtown Park, vas suggested for a ceremony. Mr. ,Hance moved and Mr. Anderson seconded a motion to recommend a tentative date of June 28 for a ,commemoration ceremony. that the plaaue be a bronze plate mounted on a decorative rock located near the sideyalk. and that theyordine: be finalized by Mr. Hance. On the vote, 'Anderson, Block, Hance, MaxYell and Welch voted. yes. The :g:lotion carried. A report will be submitted to the City Council as soon as these details are finalized. Mr. Wilson revieved the printed report, including alternatives of size, shape and materials for shelters. He also reported that the Hopkins Rotary Club has offered to donate $3,000 and labor for setting up/constructing a shelter. Mr. Ma.:x:Well moved and Ms. Welch' seconded a motion to recommend acceotin~,the Hopkins Rotary Club offer of $3.000 and labor for a sun shelter at Burnes Park. and that the City use vhatever funds are appropriate to construct a slab and "Thloire Metal Structure ". 20 t x 36 I. to completion. at Burnes Park. On the vote, Anderson, Block, Hance, Ma.x'W'ell and Welch voted yes'. The motion carried. The improvements, of instAlling three permanent picnic tables on cement slabs ,had been discussed in conjunction with the 1984- budget proposal. 'Although the Board had recommended that $1,000 be budgeted for this improvement, it, had not been included' in the City Manager's proposed budget. Mr. Craig has suggested that this be financed through the Park ConstrUction fund. Ms. Welch moved and Mr. Maxwell seconded 'a motion to recommend to the City Council that $1~OOO,fromthePark.Construction fund be made available :forimpro"O"ements~:at,.the Shady"OakNature Area.
