Dear Council Members:
In the interest of improving customer parking downtown, we have
three proposals which we would like the City Engineer to review
and the City Council to consider for implementation (See attached
map):
1. Continuation of angle parking on 10th Avenue, south of Excelsior
Avenue;
2. Establish the parking time limit on 10th Avenue, South of Excel-
sior at 30 minutes;
3. Establish the parking time limit on the first row of parking in
the.south 10th Avenue parking lot at 60 minutes.
Hopkins Mainstreet wi 11 be getting in contact with the property owners
and businesses in the area of the proposed changes to invite their
input.

Re: George Jace Parking Request
Dear Council Members:

The Economic Development Committee has met with George Jace and reviewed his
parking concerns on Tenth Avenue South. We are in support of his request for
thirty minute angle parking on the west side of Tenth Avenue South between
Excelsior Avenue and the alley. It is our understanding that there is no
objection from any of the businesses within the immediate area.
We of course realize that the Speciality Block Development Project may result
in other major changes in the parking plan. However, at this time the request
appears to be beneficial to the businesses and consistent with the use of short
term parking on Excelsior Avenue.

Re: Angle Parking on 10th Avenue South
On January 15, 1985 the City Council received a letter from Kevln Locke,
Ma1nstreet Project Manager,request1ng cons1deration of install1ng angle parklng
on 10th Avenue South with a 30 minute time llm1t, and changing the time llmit
from 2 Hour to 1 Hour 1n the northernmost row of the public parking lot between
10th and 11th Avenue South. The Council ordered an engineers study.
A meeting was held on February 7 with representatlves of the Economic
Development Commlttee and the City. (see attached letter). It was agreed that
it was not timely to lmplement a 1 Hour tlme limit in the publ1C parking lot
until further inqulries could be made into the possibillty of creating additional
long term employee parking, possibly ln the St. Josephs parking lot between 12th
and 13th.
There was general agreement that angle parking on the west slde of 10th
Avenue would be deslrable Slnce it could add 7 spaces. The property belng re-
modeled in the former t1ini Mall will be used for photo processing and the exist1ng
floral shop. Both of these uses would be benefitted by relatively short time limits.
However, these parking spaces are obviously for the use of the general public and
other merchants in the downtown area.
The attached sketch shows the general arrangement of the proposed angle
parklng. It is recommended that when weather permits that the stalls be striped
and that concrete islands be installed at the north and south ends as shown. The
estimated cost for thlS work would be $600.
The pollee comments (attached) indlcate oppositlon to a 30 minute time
limit due to the diff1culty of enforcement. The t1me limit would be a policy
decision by the Councll.
The Engineer1ng Department recommends for Council consideratlon the 1n-
stallation of angle parking on the west side of 10th Avenue South from Excelsior
Avenue to the E-W alley.
