NOTICE FOR BIDS FOR LABOR AND MATERIALS NECESSARY
FOR FURNISHING AND INSTALLING 7~ TON CRANE SYSTEM
SEALED BIDS will be received by the City Manager at the City Hall,
1010 First Street South, Hopkins, Minnesota, until 10:00 A.M., local
time, Monday, January 28, 1985, and then and there opened and publicly
read, and as soon as possible thereafter, award of a contract will be
made by the City for the following:
"FURNISHING AND INSTALLING 7~ TON CRANE SYSTEM
IN MAIN GARAGE BUILDING"
all in accordance with plans and specifications on file in the office of

the City Engineer.
Bidder1s Bonds or Certifled Checks are required for ten percent (10%)
of the bid, as a guarantee of entry into a contract.
The right is reserved to accept or reject any or all bids.

Re: Bids on Public Works Garage Crane Systen
When the contract for the new city garage building was let in 1981,
the crane system was omitted ln order to keep the total cost within budget.
The Council approved in 1983 a method of flnancing which would phase in the
above type of installation over a period of years together wlth improvement
to the existing buildings. The crane system was authorized for installation
in 1985.
Plans and specifications were prepared and the project advertised for
blds on January 4, 1985 in the Construction Bulletin and on January 7, 1985
in the Hopkins Sailor. This would allow sufficlent time for contractors to
investigate the project before submitting a bid on January 28, 1985. The
proposal for bid was for a complete installation, furnishing and installing
_ a 7~ ton crane system.
Four contractors asked for proposal forms. Bids were recelved from
two bidders. The bids ranged from $48,300 to $34,895. The lowest bid wrote
in several changes, including the statement that the two footings specified
were not included in the bid. Upon inquirey by Ev Beecher after the bids
were opened, the bidder stated he did not have time to get quotes from sub-
contractors. We feel that there was ample time allowed (over three weeks)
for a job of thlS size to get quotes. The other changes stated on the bid
probably lower the prlce of the submitted bid. The higher bid was submitted
with no exceptions to the plans and specifications.
The amount estimated for the deletion of the crane system when bid in
1981 was $40,000. The first garage bids were rejected and the bUllding re-
designed, includin9 the roof system from which the crane was to be suspended.
The net saving to the City was around $40,000. If the cost is projected at
4% inflation for the years since the bid in 1981, the additional cost would
be increased by approximately $6000 WhlCh would be close to the actual bid.
We therefore recommend for Council consideration the award to
ALLTECH ENGINEERING CORP.
in the amount of $48,300 as the lowest bid meeting specifications.
