The Police Department has had a number of complaints
regardlng traffic in front of the Burger King.
I have attached a copy of a report of our findlngs and
also a proposed design.
I would appreciate it if you would look over the suggestions
so that we might dlSCUSS it further.

I have reviewed the Police report on the above problem. Personal
observation confirms that congestion creates a problem not only for Burger
King and the Hopkins Car Care Center but also for thru traffic. The solu-
tion proposed would essentially create a separate left turn lane into Burger
King and the remaining street width would be for one moving lane in each
direction. In order to do this, the street would have to be striped when
weather permits. The "No Parking Anytime" zones could be posted immediately
as this would permit the left turn vehicles to stack and still allow other
vehicles to have adequate lane width to pass thru unimpeded by parked cars.
The "No Left Turn 11:00 A.M. to 1:00 P.M." can be implemented as soon
as possible also. The elimination of on-street parking will make the turns
safer. However, past experience where "No Left Turn" signs were installed from
private parking lots indicates a less than full compliance. The reason is that
ln many cases, the driver is forced to go out of hlS way and unless the turn
is physically blocked by cars in the street waiting to make the left turn into
Burger King, the sign may not result in compliance.
We recommend for Council consideration the traffic controls as listed
in the attached report.

Subject: Traffic flow problem Burger King Restaurant
Burger Klng is the actual cause of the congestion durinq thelr
noon hour rush period at the drlve thru serVlce counter.

Traffic backs up mainly for vehicles waitinq to make a left
turn into the Burger King from East bound Excelslor. Burger King
has extra order takers outslde during this rush hour, but the
sheer volume still overwhelms thier ability to Drocess orders
qUlckly.
Burger King has leased over flow parking from Engler Theater
and has employees out ln thelr parklnq lots directinq traffic
during peak volume times.
Burger Klng basicly is not effected by the traffic conqestion
ln the street over which they have very little control. They
have purchased land to the West a few years ago and turned lt
into parklng. They are unable to buy land to the East because
it is owned by ''\Talser Properties. I would suspect the land to
the North is zoned resldentlal and probably is not for sale.
It would appear, that the Pollce Department has the short range
solution to the problem that concerns the other businesses in
the lmmediate area of Burqer Klng.

I believe that the Staff Study should be sent to Enqlneerinq
for thelr imput at thlS time,and then to city Manaqer.

SUBJECT: Traffic Congestion Near Burger King Restaurant
On ll-l4-84, Officer Laun Anderson, as well as Officer Kjos, began
"to monitor the traffic congestion problem around the Burger King
Restaurant and the Hopkins Car Care Center between the hours of
ll:00 am and l:00 pm. All officers involved found that indeed
there is a significant problem between those hours in and around
the Burger King area.
Officer Laun Anderson also included several suggestions in his
diagram as to what could be done to alleviate the traffic problem.

As you are already aware, Mr. Jim Lindstrom, who is the owner of
the Hopkins Car Care Center, has made numerous complaints about the
heavy traffic because it is almost impossible for his customers,
when l~aving his car care center. to get out onto Excelsior Avenue.
After evaluating the problem, the officers involved make the
following proposal:
Post NO PARKING ANYTIME signs on the north side of Excelsior
Avenue which would extend from the alleyway near the Hopkins
Theatre to the east most part of the Burger King parking lot.
This would eliminate vehicle parking in front of the Burger
Klng Restaurant on Excelsior Avenue. Also NO PARKING ANYTIME
signs would be posted on the south side of Excelsior Avenue
starting at the driveway leading to the Hance Distributing
Center to the east side of the exit drive of the Hopkins Car
Care Center. In addition, three (3) NO LEFT TURN BETWEEN
11:00 AM AND l:00 PM signs would be placed at the exit drive-
way of the Hopkins Car Care Center; one at the exit driveway
of the drive up window for the Burger King Restaurant, and
also at the exit driveway of the large Burger King Restaurant
south parking lot.
I have met with both Jlm Lindstrom of the Hopkins Car Care Center
, and with the district manager, Mr. Dave Nelson of the Burger King
Restaurant, and all persons are in agreement that these changes
along Excelsior Avenue and at the exit drives would be helpful.
Both the Burger King Restaurant personnel and the Hopkins Car Care
people have been extremely cooperative in this effort and request
that the city council take immediate action to make these necessary
changes.
