AVE) .-' o o ~~o " February 3, 1984 To: City Council & City Manager From: City Engineer Re: Parking Problem on Tyler Avenue North between Excelsior Avenue and the railroad tracks. On January 3, 1984, the City Council received a copy of the report pre- pared by Sgt. Calvin Johnson regarding a severe parking problem on this section of street. Sgt. Johnson has attempted to get all parties involved to cooperate with each other in a reasonable use of the street~ Apparently results of this type have not occurred. Sgt. Johnsen has therefore made recommendations that 2 Hour Parking signs be authorized on both sides of Tyler Avenue. (See copy of report and recommendations). The report also requested that the Engineering Department by survey de- fine where the public right-of-way (66 'feet) is located. .This was done and the adjacent buildings also located in relation to the 66 foot, right-of-way (draw- ing attached). Photos which were taken will be available at the February 7, 1984 Council meeting. These show the typical situations of present parking use of the public street. Many of the cars, coaches and vans are left in place for extended periods of time which makes the street for all practical purposes an extension of the businesses storage needs. These long term storage spaces should be on private property and the street should be used for short. term parking. The present situ-. ation makes it difficult if not impossible for the City to plow Tyler Avenue ade- quately'. It also creates an unsatisfactory access to private driveways for turn- ing of large trucks and could create a problem for emergency access of fire, ambu- lance and police vehicles. We concur that under the present conditions, that the entire right-of-way be restricted to two hour parking. This would remove the snowbird type of vehicle and give adequate width for roadway use; plowing and emergency access. Business owners have been notified that this matter will be on the Council agenda 2/7/84. Respectfully submitted, ~~1'~ John J. C) o Based on a history of Police and Public Works Department problems resulting from the uncontrolled use of Tyler Avenue North by businesses in that area, a recommendation was made to the City Council on February 7,' 1984 to post the street for two (2) hour parking. (see letter of February 3, 1984 attached). At the February 7 meeting the businesses expressed concern that such posting would adversely affect their businesses. They were instructed to get together and work out a plan by March 6 for the use of the street. A plan signed by the three businesses was presented to the Council and this plan was referred to the Engineer for review, (see copy of businesses plan attached). Several meetings were held, attended by the Hopkins Police and Engineering staff, to work out the man(ler in which such a plan, if approved, would be imple- mented. The businesses were divided as to whether or not such a plan would work based upon an understanding and spirit of cooperation. It was the unanimous view of the City representatives that whatever plan was eventually approved, the City must have the parking regulations authorized by the Council posted by appropriate signs. Such posting would be visible for all users of the street to see and woul d ena,b lethe Pol ice to enforce the parki ng re- strictions the same as on any other posted street. The problem of snow plowing could be handled the same as everywhere else in the City by towing any vehicle or trailer hindering such street plowing after a 2" snowfall. We would therefore recommend for Council consideration for a trial period not to exceed one year the posting of Tyler Avenue North as follows: Prohibit parking within fourteen (14) feet of the centerline of Tyler Avenue on: A. West side of Tyler Avenue from the North line of Excelsior Avenue to a point 212 feet north B. East side of Tyler Avenue from the North line of Excelsior Avenue to a point 340 feet north. No Parking Anytime signs would be posted 14 feet east and west of the centerline with an arrow pointing in the direction of the prohibited parking. (an example of this type of sign is in use for the E-W drive- way south of Taits Super Valu). A line could be painted to further delineate the limits of the 28 foot wide No Parking section of street. C. No Parking Anytime on the west side of Tyler Avenue from a point .212 feet north of Excelsior Avenue to the Milwaukee Railroad right-of-way. D. No Parking Anytime on the east side of Tyler Avenue North from a point 340 feet north of Excel sior Avenue to the Milwaukee Railroad right-of-way. The location of the above listed recommendations are superimposed in colors on the plan submitted by the businesses (referred to in paragraph 2 of this report). , o :) o April 13, 1984 Tyler Avenue North Page 2 In our discussion the businesses indicated that they would make every effort to increase the number of parking spaces on their own property by re- arrangement of parked vehicles and trailers and by additional filling of low areas. The use of the portion of the street on which parking is prohibited must not be used for the repair of vehicles or trailers. The Cosmicoat Company has been ordered to remove the section of fencing and the storage of barrels that are presently in the public right-of-way at the north end of Tyler Avenue. The results of this posting would be monitored and a recommendation for change could be brought back to the City Council at any time that the trial arrangement did not appear to be satisfactory. Also, if any of ,the businesses moved out, the parking could be re-evaluated based on the new needs. Respectfully submitted, ~~: ~~, JohnJ.
