The installation of a manhole of thlS size on two major routes will create
a certain amount of traffic problems. Traffic counts show an ADT of 15000
north of that intersection, 11000 south of it and up to 4000 on 5th Street
to the west. A falrly hlgh number of trucks and semi-trucks use these routes
wlth a considerable number of them turning at that intersection. A 111 to 10'
drawing of the area has been furnished. Trucks can turn from 11th Avenue to
5th Street South if the manhole is constructed as proposed. If this permit
is issued, the following stipulation should be made a part of the permit:
1. Traffic control shall be installed by the contractor prior to
construction start. All controls should meet the standards of
the Manual for Uniform TrafflC Control Devices and be approved
by the City.
2. Stop signs should be installed for both north and south bound
11th Avenue.
3. All excavatlon material should be removed from the site to aid
in vlsibllity at the intersection.
4. Flagmen may be needed at peak hours morning, noon and afternoon
to ald the traffic movement.
5. If the structure is poured in place, all controls shall remain in
place during the cure time of the concrete.
6. The surface courses of asphalt will not be replaced until after the
concrete has cured to allow for proper compaction equipment. The
strength of the concrete and the proper cure should be certified by
a quallfied engineer.
7. Dralnage on the west gutter shall be left open at all times.
8. Straw bales or other protection shall be placed around the proJect
to keep excavation materials and debrls out of the storm sewer.
9. If necessary, the walls of the excavation should be shored to pro-
tect the curblng and to keep the maximum width on 11th Avenue South.
