A decision was made that a meeting to select the City Attorney
will be held on May 8, 1984 at 6:30 p.m.
Mr. Shirley requested a presentation by Bill Craig regarding why
Block 11 ramp was originally considered. Mr. Craig spoke on that
subject.
Bob McDonald expressed his belief that the best
ramp is south of Excelsior between lOth and 11th,
location for a
(city lot 400).
Mayor Mill e r sum mar i zed t he hi s tory , in c 1 u din g hi s bel i ef that
there was poor communication between the consulting engineer and
the C 0 u n c i 1 . He suggested put tin g gat e sa n d a t ten d ant sin lot
400 to force all-day parkers to go to all day lots to the south.
He said the concept has validity still. Believes all bids should
be thrown out, has lost confidence in Walker. Believes that a
new designer should be employed, preferably on a flat fee basis,
and the ramp re-bid.
Mrs. Lavin elicited from Mayor that he did like the project, but
did not like the price. She stated that she had lost confidence
in the engineer.
No vote was t~ken, since this was a discussion only; action will
await next Council meeting.
