CR 09-053 Order Feasibility Report - 2009 Blake Road Sidewalk Improvements, City Project 09-09G �TY OF al� NOPKINS June 16, 2009 Council Report 2009 -053 Order Feasibility Report 2009 Blake Road Sidewalk Improvements City Project 09 -09 Proposed Action Staff recommends adoption of the following motion: Move that Council adopt Resolution 2009 -036 Resolution Accepting Plans and Specifications and Authorizing Ad for Bid, 2009 Blake Road Sidewalk Improvements. Overview Hennepin County awarded a grant of $235,000 to the City for construction of sidewalks along Blake, Road between Hwy 7 and Excelsior Boulevard. The final construction plans have been completed by Bolton and Menk and are ready for a bid letting on Wednesday July 15, 2009. The bids will be presented to the Council on July 21, 2009 for your consideration. The project will construct a 6 foot sidewalk along the entire east side of Blake Road beginning at the existing sidewalk in front of West Side Village and extending to the Hwy 7 intersection project area. Areas that currently have sidewalk or paved surface will not be disturbed so that a full pedestrian facility will be put in place within the budget. If bids are low, we will have the option of replacing some of these areas with new sidewalk. Additional work includes the relocation of 3 fire hydrants to accommodate the sidewalk. Total project costs are estimated to be $270,000 with $235,000 of that coming from the Hennepin County grant. Construction is anticipated to begin August 1 and continue through September. Traffic disruption should be minor with a single lane closure in the immediate area of construction. Such plans and specification, a copy of which are attached hereto and made a part hereof; are hereby approved and ordered placed on file in the office of the City Clerk. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published three times, at least three weeks before date set for bid opening, shall specify the work to be done, shall state that bids will be received by the clerk until 11:00 a.m., on the 15 day of July, 2009, at the City Hall and that no bids shall be considered unless sealed and filed with the clerk and accompanied by a certified check or bid bond, payable to the City of Hopkins, Minnesota for 5% of the amount of such bid. 3. The clerk and city engineer are hereby authorized and instructed to receive, open, and read aloud bids received at the time and place herein noted, and to tabulate the bids received. The Council will consider the bids and award of contract at the regular City Council meeting of July 21, 2009 in the Council Chambers.
