SUBJECT Contract for Wall Construction

Seven requests for quotes were sent to landscape contractors in the area.
Three quotes were received. We have looked at the quotes and have looked
at work done by the low bid. We recommend award of contract to
ATW LANDSCAPE OF MOUND, MN for $3650.00
We have contacted ATW and told them of the above recommendation so they
may plan to do the work. The special assessment law 429.041 subd 2.
calls for award of contract by City Council so a purchase order was not
issued for the work. They plan to start work right away.

Hopkins City Council:
On April 23, 1985. the retaininR wall on the north
side of our house collapsed. We would like to replace that
wall with a railroad tie 2-tier retainin~ wall. The wall
has been replaced three times since the house was built in
1941. The ori~inal wall was a ~oured concrete structure.
The present wall is concrete block. We feel that building
a 2-tiered tie wall that iscanchored into the hill with concrete
footings'will best overcome this problem. However. to do this,
we ~ill need to extend the wall (which is alreadv three feet
onto the city easement) another three feet. That would still
allow 6-9 feet for ~ublic thorou~hfare.

, ,We have been told. after talkin~ to a number of city
officials. that the city has none and will take no rpsponsibility
for replacing the wall. Because of this. we would appreciate
any help you can give in directing us to any a~encies or pro~rams
available that would ~ive ~rants or loans for home improvements
or community beautification.
We feel that because the city will not accept any
responsibility for the wall, they should allow us to build a
wall which wiLl be a more ~ermanent structure and add to the
esthetics of the nei~hborhood_ rather than the somewhat temporary
structures that have been built i~ the past.
