B1ds were sought for the following 1mprovements at the Hopk1ns Commun1ty
Center.

cases along north wall 1n hall.
3. Prov1de and install coat and hat racks
along south wall 1n hall.
B1d packages were sent out November 15, 1982 for these 1mprovements.
Mells Remodel1ng was or1ginally awarded the contract for th1S work (1/5/82),
but Mel left the state without complet1ng the work. Subsequently,
F1rmus and I rewrote the spec1ficatlons and went out for new bids.
The follow1ng b1ds were subm1tted for the 1mprovements.

Program
At the January 18 Council rreeting, I have scheduled a public hearing to consider the
sul:mi.ssion of an applicaticn for ccnsideration of funding urrler the 1983 Minnesota
S:nall Cities Develq;nent Program. The activities as well as the budget of $827,000
is identical to the program approved by the Hopkins Cam1unity Developrent Citizens
Camitt.ee at a Public Hearing 00 August 25, 1982 and the Hopkins City Counc~l on
August 31, 1982 for sul:mi.ssion to HUD for funding. Those activit~es including:
1. Conrercial Building Rehab~litation Program.
2. Residential Structure Fehabilitation Program .
3. Acquisition of deteriorated structures (including derrol~non and
relocation) .
4. Contingencies.
5. Administration.
As you are aware, the city was notified last rronth that it was not selected for
funding by HUD. Thus ~ are prqx>sing suhnission to the state for consideration
as they have taken over administration of the Carntunity Developrent Small Cines
Program fran HUD beginning this year.
As official city approval has already been received for this program, the Public
Hearing process is basically just a formality that is required be met prior - to
sul:mi.ssion of the application to the state. Sutrniss~on is required to be made no
later than January 31, with those approved notified saretime ~n April .
