PENSION PLANS \ Midwest Pow r Boat As ociation 6101 Kyle Avenue North Minneapolis, Minnesota ~~429 Phone (612) ~33-~067 To Whom it may concern, This is a letter outlining the proposed regatta on Shady Oak Lake on Wednesday, July 13 1983. This regatta is part of, and approved by the Hopkins Raspberry Festival. The proposed time for this event is from 1.00 PM to 6.00 PM on that Wednesday. S fJ"'" - '3 ~ ~~ce. On the enclosed map are proposed areas for spectators and th boat staging area. Thes. are the same areas as in previous years. The crowd safety should not require any modifications a th events, although of a different kind, will utilise the lake in a similiar fashion as the water ski show of previous years. Midwest Power Boat Association is the oldest power boat club in the United States. Formed in 193~, It has staged regatta every year except for the War years. It carries $~OO,OOO in personal liability insurance from the K~K Insurance Company of Fort Wayne, Indiana, with an option for $1,000,000 if reque.ted. The club has the finest safety record of any club that i sanctioned by The American Power Boat Association. Each regatta has these items as safety precautions to insure that the club~s safety record goes unblemished. 1. An ambulance in attendance during the regatta 2. All drivers must wear orange 197~ Snell Approved helmets. 3. All drvers must wear impact resistant life jackets. 4. All boats have dead man throttles which stop the boat immediately should the driver let go. 5. All boats have an ignition kill switch. 6. All boats are inspected by the boat safety inspector. 7. Two paramedic equipped tow boats with two-way radio systems are on the course during each event. 8. No heat is started without the race ch.irman~s approval and no individual is allowed in the water. 9. No boat is allowed on to the course after the one minute gun is fired. Below is a list of the officials responsible at each regatta. 1. Race chairman 2. Referee 3. Boat safety inspector 4. Scorekeeper ~. Paramedic 6. Announcer 7. Water safety inspectors ( on the water ) 1 \ With respect to the envirionm nt, our boats run gas ~ oil which is Qg~ exhausted into the wat r as are fishing boats. A few u e methanol and castor oil which are biodegradable and classified as non-pollutants. As for noi e, th club conducted a test on Shady Oak Lake this winter with a motor and a decibel met r. The results w r 83 d cibel at 60 yards. This was done with a Radio Schack model 42-3019. Both "A" and "C" weighting was u.ed. The results show that during the summer with open water, the noise level will be reduced even further. This reading is well below the standards set by the E.P.A. Because of the size of the motors which are small converted fishing motors, (40 HP & less) the fuel consumption is not great. In summary, we feel that this regatta will be a positive addition to Hopkins, and the Raspberry Festival. If you have any further questions, please feel free to call.
