CLOSING OF PARK LANE , . April 28, 1983 " To: City Council & City Manager From: City Engineer Re: Closing of Park Lane On April 5, 1983 the Council discussed the maintenance of the IIhillll on Washington Avenue North in the vicinity of Park Lane. It was decided to allow the neighbors in the area to maintain the IIhillll on a one year tY'jal basis. The neighbors had also requested that Park Lane be closed at Washington Avenue because mall cruising had caused problems in the residential area. The Council referred this request to the Police and Engineering Departments for a report. ~ Presently there is a NO U TURN sign for northbound vehicles on Park Lane at the intersection with First Street North. Police have issued tags but con- tinual enforcement is not possible unless an officer is stationed at this loca- tion. With the problems along the length of the Mall and the need to answer other calls, the squads cannot be at this location continually. The lmpact of the closing of Park Lane as suggested was discussed with persons from the police department, fire department, the residents at #18 Park Lane, Hopkins Public Works and city staff members and the following comments were received: Police - the closing of Park Lane would not significantly impede response to emergency calls in this area as sufficient alternate access routesare conveniently available Fire - same response as above Resident at #18 they favor the closing of Park Lane as the cruising causes con- siderable annoyance to them due to vehicles U turning at First Street, turning into their private driveway, and simply driving by in numbers far exceeding what is normally expected. The resi- dents do not feel that the closing would cause them undue problems in the use of their driveway. . Public Works - If closed at Washington Avenue, Park Lane would be a IIdead endll street. Under summer conditions, street maintenance would not be a problem. However, in winter, snow plowing would be impeded and a snow storage problem would be created at the IIdead endll, probably causing difficulty for the resident in his use of the private driveway. Staff - Park Lane could be closed at First Street. However, this would result in a forced U turn at the barricade or the cars would use the private drlveway for a turn-around. I. l. '; Conclusions: Since the closing of Park Lane as suggested (see attached drawing) might have other adverse impacts on the traffic in the residential area, we would recommend that the street be closed with a IIsubstantial", but still removal barricade for the duration of the cruising season. This would prevent the use of the street as at present, but would be removed for other times of the year when the need for traffic control has diminished. The effect of thlS closing can be observed to see if it accom- plishes the desired result, or whether or not other problems will arise because of this action.
