Subj ect: Parking Lot South of Glenrose Floral
As directed, I have spoken with the business people at Glenrose Floral (Jeff
Kakach), Donovans (Dick Johnson and Vic Chamberlain) and the Remnant Store
(Jack McCarthy). All are favorably inclined toward providing more parking,
but they want some spaces for themselves (typically, two spaces per building).
Also because of the nature of their business, Glenrose would like to see 15
minute spaces in the public area.

It is noteworthy that for optimum use of the site, we should enter an agreement
for the use of the privately owned land at the rear of the buildings as well
(between the alley and the back walls). Thus the owners could include ln such
an agreement, if mutually satisfactory, a provision for their preferential use
of space.
The decision will be a precedent, since we must assume that downtown redevelopment
will involve extensive improvement of the parklng and alley frontages. We can
also assume that merchants elsewhere will also want parking dedlcated for themselves
on prlvate lands improved by the city for parking. Your current precedent is the

agreement with Dr. Blake, which allows private use of eight spaces on the lands
otherwise leased to the city for public parklng (copy attached). If you wish similar
agreements drawn in the parking lot under discussion, please let me know at the Council
meeting.
