A total of six machines were bid by four bidders. The low Bid of Itasca Equipment Co. does not meet 3pec as follows: Truck engine not diesel as required, truck not 82 model year or later (1980). Called International Harvester Regional Warranty Office, they state warranty would be very limited from their Co. No bid on ,option No.1 as required by spec. Exception to downtime requirement. Exception to back up unit provision. Company is no longer Vactor Rep. could cause parts and service problem. e The Bid of Super Products Co. is a single engine unit. Basically meeting spec . Questionable offer on back up unit (see Tab portion of this report,not equal) No local serVlce or parts at this time, only 15 units sold nationwide, fourteen of them in 81-82. I am concerned about this unit, no one has any track record to go by. Uses Split P.T.O. System, possible problems with this power unit. The Bids of Novack-Koland are as follows: No.1 Vactor, this unit meets or exceeds all aspects of Spec., including back up machine and downtime provision. This Bid is low meeting specs if Diesel Blower Engine option is not exercised. (See tab sheet) No.2 Vactor,this unit meets and exceeds Spec., truck GVW is larger also tires. This unit dollarwise is the best Bid for the City. This unit has two Diesel _-'. Engines which should more than pay for themselves ln fuel and maintenance costs over the 12 to 15 years life expectancy of the machine. (See tab sheet for Diesel vs Gas on existing units.) No.3 Vactor, this unit meets and exceeds all Specs., things exceeding our Spec are Automatic washdown of tank etc., not necessary to our operation. Vactor has 495 units in service, 28 of them in the Twin Cities trading area. , .. The Bid of Ruffridge-Johnson Vac All, this unit meets or exceeds our Spec., has larger pick-up tube, three engines for extra maintenance. Problem, maintenance on 2 machines, our costs. Also storage problem in winter, and no local service and parts at this tlme. One year Warranty. Bidder would insure and supply major repair, to Truck and Jet Unit Truck Chassis is a 1980 model year. Total unit is gas, spec called for Diesel truck engine. I believe there could be a problem with truck Warranty in this instance, as I.H. has been very conservative on Warranties in the past with us. 5-6-83 I called North Star I.H. Regional Warranty Advisor, Mr. Loeke, He states that Warranty would be very limited. No oil seals, transmission seals glass, tires or paint failures due to any of above would be covered. Our experience so far with existing Diesel equipment is operating with at least fifty percent less gallons of fuel in like equipment. Over the twelve to fifteen year life of this equipment will more than justify the purchase of Deisel power. The following example is on two existing units. Unit 330 -Cas - 1252 Gal. 1983 to date Unit 327 - Diesel - 692 Gal. ~983 to date (Four Months snow plow each usage.) Bidder takes exception to liquidated damage clause. Back up unit available as per Spec. No negative exceptions to Spec. Cleaning unit exceeds our spec as follows, extra 100 ' Jet Hose, Automatic washout in tank, body load limit alarm, special paint. Five year Warranty on Blower unit. 1 year on balance of unit. Back up unit available as per Spec. Takes exception to downtime proVlslon. No back- up machine Qffered. Exceeds Spec. by the following: Twelve 'inch pick up tube, 700' capacity reel, one year Warranty on all. This unit has 3 engines, a deduction of $5000.00 is offered if a gasoline engine is accepted on the truck The Public Works Operations Department estimate for this unit was $90,000.00 plus Trade-in unit. It is the recommendation of the Public Works Operations Department that the Bid of - Novack-Koland - Vactor # 2 in the amount of $ 90,663.00 be accepted as the Bid most beneficial to the City of Hopkins.
