PETITION FOR STREET LIGHTS ~e June 17, 1983 To: Ci ty Counci 1 and City Manager From: City Engineer Re: Petition for Street Lights \ On May 17, 1983, the Council received a petition for street lighting from residents of the Madison (Avenue) (Circle North) (Circle South) area. This petition was referred to the Engineer for a report (copy of petition attached). The City policy ln the past has been to install street lighting (non orna- mental with overhead wires) at street intersections, dead ends and at mid-blocks in cases where the distance between intersections is greater than consldered normal. The type of light installed in residential areas is a 175 watt mercury vapor. NSP installs the light at the request of the City and bills the City a monthly charge for operation and maintenance. The current charge for this type of light is $9.15 per month. Presently street lights are in place at points X, Y & Z as shown on the sketch submitted. The lights at Y & Z are at intersections and the light at X is near the dead end which was created by the closing of Madison Avenue at the Burlington Northern Railroad due to the freeway construction. The request is for the installation of one street light at point 3 which is the intersection of Madison Avenue and Madison Circle North and the other request is for a street light at the end of Madison Circle North and Madison Circle South. The ends of these two streets are not actually dead-ends because there is a connecting "alley- way" paralleling the Burlington Northern railway spur 11ne. Observation of the situation at night confirms that the three points where the lights are proposed would benefit from street lights. The ends of Circle North and Circle South abut the railroad tracks and street lights would add to the safety and security of the homes. The street locations requested appear to meet the criteria used in the past to be considered for street lights. In additlon the staff was asked to look into the benefits of the City owning all street lighting systems in residential areas. City Manager Bill Craig received a reply (copy enclosed) to the proposal to acquire all the existing residential ornamental street lights. These include the lighting systems in Kno11wood, Dri11ane, and Hobby Acres. NSP declines to sell the existing systems intact. They would con- sider removing their system at a cost to the City of 10 to 15 thousand dollars. The City would then have to reconstruct a new system at an estimated cost of $99,130. Including the $15,000 payment to NSP the cost to the City would be $104,130. To recover this cost at $9.45/mo for the 46 lights would take approximately 20 years. So, PROPOSAL and REQUEST #2 Install a street light on a pole to be installed at the end of Madison Circle South. This pole should be on the other side of the fence or in a location similar to the location as noted in Request #1 in such a location as to light Madison Circle South and The Fronts of the Homes at that location. At the present there are street lights at Locations X, Y and Z. And the light available at Madison Avenue and Madison Circle North is questionable.
