NO PARKING ON 11TH AVE S ..., Date: July 28, 1983 To: Mayor and City Council From: City Engineer Re: Proposed "No Parking" on 11th Avenue South 1_ ~ea The City Council on July 19, 1983, requested an engineering study of the traffic conditions at the intersection of 11th Avenue and 1st Street South. The particular concern was for the safety of the eastbound vehicles on 1st Street South entering the intersection, due to reduced visibility caused by parked vehicles on the west side of 11th Avenue, north of 1st Street. This reduced visibility is especially apparent when the parking spaces are occupied by larger vehicles, such as vans and pickup trucks. There are two alternatives, which could improve the situation, listed below for your consideration: (1) Post a parking zone on the west side of 11th Avenue from 1st Street South to a point 108 feet north, which would prohibit the parking of trucks and vans but permit parking passenger cars. The main advantage of this alternative is that four parking spaces would not be lost. (2) Post a "No Parking" zone on the west side of 11th Avenue from 1st Street South to a point 108 feet north. This is sufficient to give good visibility conditions to both southbound on 11th Avenue and eastbound on 1st Street. In addition, this alternative gives a lane for southbound vehicles to pass a southbound vehicle attempting to make a left turn. This alternative gives a better safety situation for pedestrians crossing 11th Avenue on the north side of 1st Street both for southbound vehicles and for the pedestrian. There is considerable pedestrian traffic at this point, especially during peak a. m. and p. m. traffic hours by employees parking west of 11th Avenue. CONCLUSION: It is our concluSion and recommendation for Council consideration that alternative (2) would provide the best solution because, in addition to the improved visibility for vehicles and pedestrians, the intersection traffic is improved by the elimination of parking.
