STAFF FINDINGS & COMMENTS: Norris
1. Applicant is proposing to construct 60" privacy fences along patios and
entrances of abutting dwelling units at the Auburn South development, in
an R-2 district. Auburn South faces streets on the west, north and south
sides and abutts residences to the south. Ordinance 427.11 allows fences
in residential districts to be a maximum of 6' depending on which lot line
is to be fenced, and proximity to residences and streets. Proposed fences
are to be cedar board on board. '
2. Applicant is requesting a Conditional Use Permit for special purpose fences.
Ordinance 427.11(8) addresses special purpose fences as follows: fences for
special purposes and fences differing in construction, height, or length
may be permitted by the issuance of a CUP upon proof and reasons submitted
by the applicant that such special purpose is necessary to protect, buffer
or improve -the -premises. Applicant has stated that proposed fences are
necessary for individual residence's privacy.
3. In 1980, applicant received approval to construct a PUD containing 42 owner
occupied units. At this time, less than a quarter of the units have been
constructed.
