PROPOSED DONATIONS OF CONDENSER ~ DATE: July 29, 1983 TO: Mayor and Council FROM: William P. Craig, City Manager SUBJECT: Proposed Donation of Condenser for Community Center Kitchen Last spring, Frank Snyder mentioned to me that he could possibly get the donation of an air conditioning condenser, which could be hooked up to the Community Center kitchen. He wanted to know how to approach it, and I advised him to contact Dick Wilson and discuss it with the Park Board, which advises Council on all recreational properties. I also advised him to get some rough idea of what the hook-up would cost. I heard nothing afterward for some time. Apparently Frank then brought it up directly for Council attention, and it was formally referred to the Park Board along with two quotes Frank had obtained. The Park Board discussed the matter at its July 18th meeting, and approved two motions on the subject: +- " To recommend to the City Council that they accept alternative # 3 as proposed by Pokorny Company or the proposal by Climate Engineering Company, and also to accept the condenser unit from Mr. Snyder." "To recommend the City Council solicit bids for a room air conditioner for the Hopkins Community Center office." A number of facts are pertinent to the decision: 1) the quotes rendered to Frank Snyder cannot be accepted by the city, which will need to put out written specifications for the work. This could be dOne quite rapidly. 2) The Park Board has no particular idea of costs (installation or maintenance) regarding the proposed unit for the office. 3) No one has reviewed the Community Cente~ kitchen area to see if a two ton unit is suitably sized. Henry Pokorny told me today that he will check it out. ~ 4) I cannot find anyone who has seen the unit to be donated, to check if it will operate on 208 volts, or to check it for condition. I will keep trying to get hold of Frank. 5) The Community Center kitchen is not rated for full meal preparation, but only for warming up previously-prepared catered meals. 6) Present ventilation at the Center, except for one meeting room, is provided by powerfull fans expelling air from the top east side of the gym, consequently pulling air in available groUnd floor windows elsewhere. 7) Mr. Pokorny advises that the best air conditioning for the Center would be by individual rooms, rather than "central air". ....". 2 8) The city is about to obtain a 3~ ton condenser in pretty good condition as part of the house purchased at l5 - 8th Avenue North. By using data plate information from that unit, I discovered that its operation costs just under $1.00 per hour. If such a unit were used each weekday for four hours, for three months, the electric cost would be approximately $240.00. Some annual maintenance would be necessary as well. 9) Although no money was budgeted this year for air conditioning installation or operation, money is Council's last worry if part of the proceeds of the Shady Oak sale are used. Recommendation: If Council wants to install air conditioning on a "fast track" plan, you can authorize to install the most appropriate unit after inspection, with a cost not to exceed $3,000 from the Real Estate Sales Fund. If you would like more specifics, the matter should be continued for one meeting to inspect the unit to be donated. In any event, we can be charged to get costs on the proposed office unit.
