Petition for 2 hour parking c '"' " # /It REPORT ON PETITION FOR 2 HOUR PARKING IN 100 BLOCK OF 12TH AVENUE SOUTH On January 19, 1982, the Clty Council recelved a petltion from resldents on 12th Avenue South for consideratlon of a petition to post the 100 block on 12th Avenue South for 2 Hour Parklng 8:00 A.M. to 4:00 P.M. This petltion was slgned by the owner of the Char-Lyn Apartments 114 12th Avenue South and 28 apartment renters, 7 apartment renters of the Mayflower Apartments and 5 owners of homes on the east side of 12th Avenue South. (see attached petitlon). The petitioners state that all day parklng by employees worklng in nearby areas make it impossible for people vislting resldents to find a parklng place. (see attached sheet). Vlsual surveys done ]olntly by the Engineerlng Department and Police De- partment have been made durlng worklng days and a typical count of the total cars parked in thlS block lS as follows: East side West side 10 (capacity 20) 10 (capaclty 20) It lS not certaln that aIr of these cars are owned by non-resldents but based on the observatlons of the resldents who lnitlated the petltlon, lt is likely that a high percentage of the cars are non-residents. A pollce license check on Wednesday, January 27, 1982 seems to substantlate thlS assumptlon as none of the 20 cars checked thru the computor listed to resldents of the 100 block. In the block on 12th Avenue South between Excelsior Avenue and Flrst Street South the followlng counts are typical of vehicles parklng during working days as follows: East side West side posted 2 Hour Parking 8:00 A.M. - 6:00 P.M. 2 unposted (Leglon Club to 1st St. So.) 17 In the block on Flrst Street South between 11th Avenue and 13th Avenue the following counts are tYPlcal of vehlcles parklng durlng worklng days as follows: North slde South side posted no parklng posted 2 Hour Parking 8:00 A.M. - 6:00 P.M. o o In the blocks on 11th Avenue South from Excelsior Avenue to Second Street the following counts are typlcal of vehlcles parking durlng worklng days as follows: West slde - Exc. to 1st St. Posted 2 Hour Parking 8:00 A.M. - 6:00 P.M. 15 East slde - Exc. to 1st St. (mostly no parklng 2 West slde - 1st to 2nd Posted no parking 0 East side - 1st to 2nd Posted no parklng 0 Prevlously the Councll authorlzed the postlng of the north slde of Second Street South from 12th Avenue to the alley east. ThlS was purptiQQt to a complaint by the owner of abuttlng property regarding employee all day parklng ln front of thelr homes. (see attached map showing present parklng postlng~)\.,," " l.. ~ ~ CONCLUSIONS The posting of the 100 block on 12th Avenue South for 2 Hour Parklng 8:00 A.M. to 6:00 P.M. would probably force the all day parkers to look elsewhere for parking. However, winter conditions make enforcement difficult as chalklng of tires is virtually lmpossible under snow conditions. Enforce- ment would have to be Ilmlted to an lntermittent or complaint basls. Also enforcement must be applled unlformly and the vehlcle of a resldent is subject to belng ticketed the same as a non-resldent parker. The problem does not disappear but lS usually moved to another locatlon or the parkers may resort to movlng cars to avold belng tagged for a parking vio- latlon. Neither of these alternatlves lS a satlsfactory Solutlon. If the 100 block is posted for 2 Hour Parklng, the south slde of First Street South from 11th to 13th Avenue, presently posted for 2 Hour Parking (and practically unused) could be utllized for all day parklng by removlng the present posting. This sectlon could accomodate approximately 18 cars. Addltlonal all day parklng could be avallable by the use of the parking space on 13th Avenue South on the west side between Flrst Street South and Second Street South which lS used for Central Park. This daytlme use would not confllct wlth the park use as the employee cars would probably be gone by the time the park users arrive for the evenlng games and activlties. The City would have to keep the snow plowed to the curb on 1st Street South so that the parking would still leave sufficient width for 2 lanes of traffic. The area at Central Park would have to be plowed to permit the cars to be parked at rlght angles to 13th Avenue. The City does provide employee parklng space on the city owned former rail- road rlght-of-way south of County Road 3. This is further from the CBD than some of the other on-street posslbllities mentioned above. One other alternatlve for posslble employee use is the parklng area on 12th Avenue South used by the Amerlcan Leglon and st. Josephs Church. However, the City has no control over thlS area and private arrangements would have to be made by indlviduals, assuming the owners are interested in providing parklng for all day parkers.
