A regular meeting of the City Council of the City of Hopkins, Minnesota was
held on October 18, 1983, in the Council Chambers of the City Hall.
Present were Mayor Miller, Council members Shirley, Lavin, Hilbert and Anderson.
Also present were City Manager, Craig; City Engineer, Strojan; City Clerk Penne;
Assistant City Engineer Anderson; (acting) City Attorney, Jerre Miller.
MINUTES: Mr. Anderson moved and Mrs. Lavin seconded the motion to approve
the minutes of the October 4, 1983 meeting. A poll of the vote
was as follows: Mr. Anderson, Aye; Mr. Shirley, Aye; Mr. Milbert,
Aye; Mrs. Lavin, Aye; Mayor Miller, Aye. The motion carried
unanimously.
LICENSES: Additional 1983 Misc. licenses (List Attached)
ACTION:

Mr. Milbert moved and Mrs. Lavin seconded the motion to approve
the licenses as listed (423 427). A poll of the vote was
as follows: Mrs. Lavin, Aye; Mr. Milbert, Aye; Mr. Shirley, Aye;
Mr. Anderson, Aye; Mayor Miller, Aye. The motion carried unanimously.
Expenditures dated October 18, 1983, Warrant number 675 in the amount
of $358,225.54.
ACTION: Mr. Shirley moved and Mr. Anderson seconded the motion to approve
the expenditures and authorize payment. A poll of the vote was
as follows: Mr. Anderson, Aye; Mr. Shirley, Aye; Mr. Milbert, Aye;
Mrs. Lavin, Aye; Mayor Miller, Aye. The motion carried unanimously.
PERMIT: Request by Minnegasco for permit to install gas mains on Lake Street N. E.
and Oak Park Lane to service Auburn South.
ACTION: Mr. Milbert moved and Mr. Anderson seconded the motion to approve the
permit. A poll of the vote was as follows: Mrs. Lavin, Aye; Mr.
Milbert, Aye; Mr. Shirley, Aye; Mr. Anderson, Aye; Mayor Miller, Aye.
The motion carried unanimously.
DARING: Certificate of Public Convenience and Necessity requested by Yellow
Taxi Service Corp, d.b.a. Suburban Yellow.
ACTION: Mr. Anderson moved and Mrs. Lavin seconded the motion to approve
this certificate. A poll of the vote was as follows: Mr. Anderson,
Aye; Mr. Shirley, Aye; Mr. Milbert, Nay; Mrs. Lavin, Aye; Mayor
Miller, Nay. The motion carried.
Item 83 -141 Report on Parking Ramp furnished by Walker, Inc.
ACTION: Mr. Milbert moved and Mr. Anderson seconded the motion to take up
this item after the Long Range Planning meeting. A poll of the vote

the resolution, setting a hearing date for November 15, 1983.

Item 83 -157 Permission for added bus service in Hopkins (letter attached)

the request by Metropolitan Transit Commission and notify them

the ordinance for first reading. A poll of the vote was as follows:

Item 83 -160 Bequest by Hopkins Car Wash to eliminate condition 4 of Resolution
No. 83 -3070 regarding ingress and egress.
ACTION: Mrs. Lavin moved and Mr. Shirley seconded the motion that Conditional
use permit condition #4 be made more specific to reflect the intentions
of the Council and that the applicant's request for the use of the
entrance from Harrison Avenue for ingress and egress for rubbish
pick up and service vehicles be referred back to Zoning Planning
as was originally intended by that body. A poll of the vote was
as follows: Mrs. Lavin, Aye; Mr. Milbert, Nay; Mr. Shirley, Aye;
Mr. Anderson, Aye; Mayor Miller, Aye. The motion carried.

the meeting. The motion carried.
