Letter from Sheriffs Department71 SHERIFFS DEPARTMENT 6 Courthouse (z Minneapolis, Minnesota 55415 hN HENNEPIN Dear Bill: Don Omodt, Sheriff Mr. William Craig City Manager City of Hopkins 1010 First Street South Hopkins, MN 55343 October 11, 1983 RE: Frequency exchange between Hopkins and Hennepin County This is in follow -up to our discussion on Tuesday, September 27, 1983, and per your request that this matter be reduced to writing. I understand that you will discuss the matter further with Police Chief Earl Johnson, Fire Chief Ray Peterson, and with your city council. Our request, while somewhat complex in implementation, is rather simple and straight forward in description. We wish to trade Hennepin County's licensed frequency of 154.800 MHz for Hopkins licensed frequency of 155.850 MHz. Both frequencies are within the public safety band of operation. Hopkins' frequency is currently used to transmit and receive on portable, mobile, and base radio stations within the police department. The County frequency is currently used to transmit from repeators and to be received by mobiles and portables in police service. The County is having police -radio user problems in the North half of the County because frequency 154.800 MHz is not sufficiently separated from its paired frequency of 154.755 MHz, which is the frequency received by the repeator from the police mobiles and portables. The frequency swap with Hopkins would create an ideal separation for the frequency pairs and in addition would increase the separation between the Hopkins' pairs as well. As you know, your repeator receives portable transmissions on 156.210 MHz. I know from my personal experience that Hopkins has experienced some desensing, or blocking, on the portable channel in the past. Utilization of 154.800 MHz will create a wider separation in your pairs and should remove any desensing problems you now have. HENNEPIN COUNTY an equal opportunity employer Mr. William Craig -2- October 11, 1983 As incentives for your agreement in this exchange, the County agrees to the following conditions: 1. Hopkins shall receive the first new mobile radio installations; 2. Hopkins shall receive the first new portable radios if any are desired, when such portables have been received by the County; 3. Hennepin County will not renew its license on 154.800 at such time as that license shall expire. (Hopkins will therefore be licensed on that frequency alone in this area); 4. Hopkins shall be authorized to have the Hennepin County truck to -truck fire frequency available for installation in their fire trucks. We are currently searching for a new truck -to truck frequency for Hennepin County fire departments to use; 5. There shall be a minimum disruption of service during the frequency exchange installation; 6. All installations of frequencies in Hopkins police mobiles, port- ables, base stations, and fire trucks shall be at the County's expense; 7. All costs associated with the installation of the new mobile radios soon to be ordered by the County for installation in Hopkin's vehicles shall also be at the County's expense. During the installation of frequencies, we anticipate that Hopkins will probably dispatch their vehicles on Hennepin County Channel 3, which you now have available in your dispatch console. The installation period involving Hopkins will probably take approximately seven to ten days to be completed. Hopefully, the only disruption of service that should occur during that time period would be as a result of a major occurrence involving multi jurisdictional agencies. Because of the delay involved in the mobile bid award, it now appears that the best time to accomplish this exchange would be at about the time the police agencies in Hennepin County would be receiving their 1984 police vehicles. This should occur probably in March of 1984. This would also mean that you should incur no further expenses for installation in new vehicles during 1984. It is expected at this time that the frequency work needed to accomplish this, that involves changing over base stations, mobiles, and portables owned by the City of Hopkins will probably be changed over by the radio service company with whom you are contracting. We will simply have that company bill those costs to us. We will coordinate the exchange with that company prior to the actual exchange.
