Request: Conditional Use Permit to construct a warehouse addition to an
existing building.
STAFF FINDINGS & COMMENTS: Kerrigan
1. The existing structure is located in an I -1 District. The present building
has been located on this site for a number of years with a substantial addition
constructed in 1971. The building fronts on Tyler to the west, railroad tracks
to the north, I -1 Industrial uses to the east and B -3 Business uses to the south.
2. The addition proposed is to be located on the southeast corner of the existing
building and would consist of 4720 sq. ft. warehouse space, 1200 sq. ft. of
equipment storage space. The addition would meet setback requirements of 427.38
of the ordinance with a 20' setback maintained to the south and to the east.
3. The addition would consist of block construction with a metal exterior sheating
to match the existing building construction. One part of the addition is to be
two story with the other two parts to be one story.
4. The addition is to be sprinkled. The City Fire Marshal is in the process of
reviewing the plans submitted and this process should be completed prior to the
meeting.
5. The following is a breakdown of the parking requirements for the existing and
proposed addition in accordance with 427.45 of the ordinance.

The applicant has provided a parking plan which shows 148 parking spaces avail-
able on the site. A large percentage of these spaces are presently not improved
in accordance with 427.44. At the present time the applicant states he has 35
employees with 3 additional employees to be hired in conjunction with the addition.
Thus for the time being the applicant has addequate improved parking to serve his
needs. However, if the CUP in question is approved, the applicant would not be
allowed any future expansion into any of the areas designated for parking. Further-
more, if a future parking demand was created for utilization of the unimproved
parking arealthey must be improved in accordance with 427.44.

6. A drainage plan has been discussed by the applicant and the City Engineer and
appears acceptable. The plan detailing the specific drainage pattern has not
been submitted to date but the applicant has stated such a plan will be sub-
mitted prior to the meeting. At the present time storage for a number of the
properties to the east is located just south of the proposed addition. This
storage area has at certain times not been adequate to retain all the run -off
provided. Thus rather than intensifying this situation, drainage from part
of the addition will be directed to the west.
