MinutesA regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, November 29, 1983, at 7:30 p.m., in the Council Chambers of the City Hall. Present were Chair Eddy, members Folk, Janke and Kirscht. Also present were City Manager Craig, City Engineer Strojan, Community Development Director Kerrigan, and Assistant Community Development Director Norris. Item: Mr. Janke moved and Mr. Kirscht seconded a motion that the minutes of the October 25, 1983 meeting be approved and signed. Motion carried. Case No: Hearing on an application by Darlene Tolasek for a side yard variance of one 83 -33 foot to allow a structure to be placed at 53 Van Buren Avenue South, continued 7 -153 from the October 25, 1983 meeting. Ms. Tolasek showed the Commission pictures of the home to be moved onto the site. The Commission reviewed the reports of the various city inspectors with the applicant. Action: Mr. Janke moved and Mr. Kirscht seconded a motion recommending to the Council approval of the one foot variance on the north side of the home at 53 Van Buren Avenue South. Motion carried unanimously. Item: Car Wash at 613 East Excelsior Avenue requests use of the entrance from Harrison 158 -171 Avenue for ingress and egress for rubbish pick up and service vehicles referred to Zoning and Planning from Council. Mr. Marshall Brand, co -owner of the car wash, asked that the item be considered with Case No. 83 -40. Case No: Hearing on an application by Centurion Company to subdivide the easterly part of 83 -31 the property formerly known as the Hopedale Nursery site into a plat to be known 172 -282 as AUBURN NORTH. Mr. Len Thiel of Centurion Company reviewed the plans with the Commission. He stated that they will expand the turn -a -round on the northerly most road as recommended by the Fire Marshal. Action: Mr. Janke moved and Mr. Kirscht seconded a motion recommending to the Council approval of the preliminary plat for AUBURN NORTH and that the final plat reflect the expanded turn -a -round as requested by the Fire Marshal. Motion carried unanimously. Case No: Hearing on an application by Paul Steiner for a Conditional Use Permit for an 83 -38 addition to the existing building at 1315 Fifth Street South. 283 -480 Mr. Tom Kordonowy of Steiner Koppelman reviewed the expansion plans with the Commission. Action: Mr. Folk moved and Mr. Janke seconded a motion recommending to the Council approval of the Conditional Use Permit for expansion of the building at 1315 Fifth Street South contingent on approval of the Nine Mile Creek Watershed District and approval by staff and Zoning and Planning Committee of the landscape plan. Motion carried unanimously. Case No: Hearing on an application by Loeffel Engstrand Company to consider rezoning 83 -38 Lots 22, 23 24, Block 58, West Minneapolis (SE corner of llth Avenue South 489 -963 6th Street) from R -3 Residential to B -3 Business, for an office building. Mr. Robert Loeffel reviewed the plans with the Commission. Resident Mr. Petruska said that he was against any alley improvements due to the construction. Resident Mr. Schaffran stated that he would like to see sidewalk in front of the building on 6th Street and that the location of the telephone pole at the north end of the alley should be considered. It was suggested that it would be wise to rezone the west half of Block 58 rather than just the three lots as requested. Action: Mr. Folk moved and Mr. Kirscht seconded a motion recommending to the Council approval of the rezoning of the west half of Block 58, West Minneapolis from R -3 to B -3. Motion carried. Ms. Eddy voting nay. Zoning and Planning Commission minutes of November 29, 1983 continued. Case No: Hearing on an application by Loeffel- Engstrand Company for a Conditional Use 83 -39 Permit to construct an office building at the southeast corner of llth Avenue 964 -1114 and 6th Street South. Action: Mr. Kirscht moved to recommend to the Council approval of the Conditional Use Permit subject to Watershed District approval, sidewalk on 6th Street South in front of the building and that the alley abutting the three subject lots be blacktopped by the applicant, if there is no objection by the Council and adjoining property owners, and not done in a manner so as to support heavy truck traffic. Motion died for lack of a second. Mr. Folk moved and Mr. Janke seconded a motion recommending to the Council approval of the Conditional Use Permit contingent on Watershed District approval and sidewalk on 6th Street South in front of the building. Mr. Kirscht offered an amendment to the motion that the alley contiguous to the subject lots be paved. Amendment died for lack of a second. Vote on motion carried unanimously. Case No: Hearing on an application by Edward D. Finke, Jr. for a Waiver of the Platting 83 -40" Requirements to divide Lot 4, Block 17, West Minneapolis Center into two parcels. 1121 -1164 Mr. Roger Finke explained the lot division to the Commission and Mr. Marshall Brand of the Car Wash stated that with the lot division and deeding of the property that ingress and egress problems for the car wash would be solved in a manner satisfactory to all involved. Action: Mr. Kirscht moved and Mr. Folk seconded a motion recommending to the Council approval of the Waiver to divide Lot 4, Block 17, West Minneapolis Center. Motion carried unanimously. Item: Mr. Kirscht moved and Mr. Janke seconded a motion that the Car Wash item be removed from the agenda as the problem has been solved with the Waiver of the Platting Requirements to divide Lot 4, Block 17, West Minneapolis Center. Motion carried unanimously. Item: Mr. Folk moved and Mr. Janke seconded a motion to cancel the December Zoning and Planning Commission meeting unless something important comes in. Motion carried.
