Subject: 1984 Police Patrol Wage Settlement
1984 has been a very peculiar year regarding area police wage settlements, because
the six settlements to date have been virtually identical. All specified a monthly
salary of $2,335.00, while most had an insurance allowance of $145.00 per month.
Four were negotiated settlements, and two were arbitrated. Our officers have trad-
itionally negotiated a package based on the percentage increase granted to other
departments, but with the specific elements tailored to fit their needs. Below is
a comparison of the typical or "benchmark" wage settlements with the negotiated
Hopkins 1984 settlement.

When I compare with the "benchmark" settlements, it should be noted that a number
of cities pay over that rate. In 1983, the cities of Burnsville, Cottage Grove,
Eagen, Bloomington, and St. Louis Park all had better compensation packages for
patrol officers than Hopkins. Edina also had a better package for the last 6 months
of 1983. However, in general Hopkins has one of the better compensation systems for
patrol officers in the Twin Cities area, and will stay in relatively the same position
for 1984.
