SUBJECT: FY 82 Community Development Small Cities Grant
On August 25 the Community Development Citizens Committee held a public hearing to
consider activities for inclusion in an application to HUD for possible funding
under FY 82 Community Development Small Cities Program. The activities that were
approved by the Committee for inclusion in the application were:
1. Commercial building rehabilitation program
Assist property owners in project area to improve their
building. Would provide financial assistance to applicants
at low interest rate for necessary improvements. A few
loans have already been processed under this program using
tax increment funds.
2. Residential Unit Rehabilitation program
Provide financial assistance to property owners in project area
to upgrade residential units. Most of these units are located
above existing commercial building.
3. Acquistion/Clearance.-
Funds would be used to acquire a building which was identified
as very deteriorated and beyond rehabilitation. A building
which would receive priority consideration would be the
Blockhouse Bar.

The total dollar amount proposed to be requested for funding of these activities
is $727,000. The project area identified would be basically between the north
and south alley lines of Excelsior Avenue between 7th avenue and llth Avenue. It
should be noted that approval of these activities was unanimous by the Community
Development Committee. It is imperative that the City Council consider this matter
as soon as possible as applications are due into HUD by October 12.
