SUBJECT: Petition to remove stop signs at intersection
of Twelfth and Second Street North.
Approximately five years ago, Hopkins Police undertook a traffic study which
included this intersection and arterials.
At that time, residents on Twelfth Avenue were petitioning for a stop sign at
Third Street in addition to the existing stop sign at Second Street. Purpose of
this petition was tt my to reduce vehicle speeding and inherent danger, especially
to youthful pedestrians.
Hopkins Police continue to receive citizen complaints about speed violators,
issue citations and investigate speed related accidents on Twelfth Avenue North.
In the spring, we are always plagued with high school age speeders testing their
cars on Twelfth Avenue to see if they accelerate as well as they did in the fall.
Our radar squads are assigned to the area permanently during this period.
The Athletic Field is adjacent to Twelfth Avenue with Second Street located at the
northeast corner. This field is used heavily by children except during winter,
with most school related activities taking place during evening hours.
Based upon the experience of our senior officers and my personal knowledge of the
situation: I recommend that existing stop signs remain at the intersection of
Twelfth and Second Street North.
