SUBJECT: Moving Former Historical Society House
As you will recall, on March 3, 1981, the City Council considered an item concern-
ing moving the former Historical Society house located at 2020- 4th Street North
to 146 8th Avenue North.
Recently the demolition of 146 8th Avenue North was completed and thus the process
of undertaking the actual move can now be completed. As we discussed earlier, because
of our prior committment with HUD, this house and property will be sold to a low/
moderate income household. As we have done in the past with the other two houses
made available through the Community Development Program, applicants will have to
meet HUD approved income limits and will be ranked according to various selection
criteria which have already been approved by the City Council. Sale of the property
will be made to the qualifying buyer with the highest number of points with priority
given as to application date.
As I have discussed with your earlier, I would recommend a sale price for both the
house and property be set at $7,000 with a breakdown as follows:

has sold for $1,500 and $2,000. Value as
recommended would make entire package afford-
able to low /moderate income family.
Besides the initial $7,000 financial commitment,, the buyer would also be required to
enter into a redevelopment agreement with the City, whereby he /she would agree to
have the house moved from its present location to 146 8th Avenue North and have it
rehabilitated and brought up to code in accordance with specifications prepared by
the City building inspector within a specified period of time.
A rehabilitation loan would be made available to facilitate both the move and necessary
improvements (including an addition for bedrooms) which it is estimated to be somewhere
between $25,000 $30,000.
