Tuesday, February 2, 1982 in :the Council Chambers in the City Hall.
Present were Mayor Miller, Councilmembers Milbert and Shirley. Also present were
City Manager Craig; City Engineer Strojan; City Clerk, Renne; Public Works Operations
Director, Beecher and City Attorney Vesely. Absent were Councilmembers Arimond and
Lavin; Building Inspector Kohnen and Asst. Engineer Anderson.

MINUTES: Mr. Milbert moved and Mr. Shirley seconded the motion to approve
19 the minutes of the January 19, 1982 meeting. A poll of the vote

Action:
At this point in the meeting, Mr. Milbert expressed a concern for
the residents of Hopkins who have suddenly been presented with
extremely high gas bills possibly due to the extra charge for
PGA (purchase gas agreement). After a discussion of this problem,
the Council directed Mr. Strojan to express the feeling of this
Council at the next Suburban Rate Authority meeting and report
at the next Council meeting.
Mr. Milbert moved and Mr. Shirley seconded the motion to approve
and authorize for payment the expenditures in the amount of
$177,833.45, dated February 2, 1982, warrant 634. A poll of
the vote was as follows: Mr. Milbert, yea, Mr. Shirley, yea;
Mayor Miller, yea. The motion carried unanimously.
Item: 81 -202 -R Resolution No. 81 -2985, (Standal Project). Mr. Milbert moved and

for second reading and publish Ordinance 82 -501 "AN ORDINANCE
ESTABLISHING REFUSE COLLECTION LICENSES A poll of the vote

yea. The motion carried unanimously.
Increase in fees requested by Waste Technology.
Mr. David Zak and Mr. Mrs., S;t.evgn Hooper who live
in the 300 of 12th Avenue North appeared before the
Council to give their views of the garbage service in their area.
They are concerned that after the garbage has been picked up, there
is still bottles, cans, papers, etc. left in the alley. Garbage
is not properly wrapped and there is a stench from raw garbage
which has been deposited in the cans. The garbage, containers they
have at present do not seem adequate to handle the volume of garbage,
but the alley does not provide enough room for additional garbage
cans.
Mr. Miller moved and Mr. Milbert seconded the motion to continue
this item to the next Council meeting, February 16, 1982. A poll
of the vote was as follows: Mr. Shirley, yea; Mr. Milbert, yea;
Mayor Miller, yea. The motion carried unanimously.

bids for four pickups per year of refuse and discarded items. A

Engineer's report 12th Avenue South parking.
Mr. Milbert moved and Mr. Shirley seconded the motion to
post the parking on the West side of the street in the
100 block of 12th Avenue South for 2 -hour parking, and
eliminate the 2 hour parking restrictions on the south
side of First Street South from llth to 13th Avenue.

the City manager to post such streets as necessary "no parking"
on one side of the street until they are cleared of the snow
