No Parking on Narrowest Streets�AT January 29, 1982

SUBJECT: Posting Narrowest Streets "No Parking" on one side
Thanks to the cooperation from the public, and the towing of a certain number of vehicles,
most streets are wide enough for two lanes of parking, and one travel lane, despite the
unprecendented amount of snow for this month. However, a couple of the narrower streets
do pose a problem (see attached memo from police and fire departments).
The staff recommendation is to post such streets "no parking" on one side (probably the
hydrant's side) until they can be widened realizing that due to plowing demands such
widening may be in the spring. Resident would get a flier as follows:
Depending on how you wish to handle this, a motion is in order to either "authorize the
posting of certain streets as presented or "authorize the City Manager to post such
streets as necessary, reporting to Council weekly." The existing Section 1035:03, the
codified ordinances reads as follows:
"Section 1035:05. Certain Vehicles Declared a Public Nuisance; Removal and
Impounding Thereof. Any vehicle, whether occupied or not, that is found
stopped, standing or parked in violation of the traffic regulations and
provisions of the City of Hopkins, or that is reported stolen, or that is
found impeding fire fighting, snow removal, or the orderly flow of traffic,
or any stock of junk car on any public place, or on any private land or
premises unless it shall be in aLbuilding on such private premises, is hereby
deemed and declared to be public nuisance and such nuisance may be abated
in the manner hereinafter set forth. The City Manager, any police officer,
fireman, or other duly authorized personnel, including the Superintendent
of Roads and Snow Removal, may immediately order it to be removed and impound-
ed in the manner hereinafter provided, and it shall be surrendered to the duly
identified owner thereof by the towing contractor only upon payment of the
fees provided, which are declared to be the vehicle pound fees covering such
vehicle."

FOR YOUR SAFETY
Your street is being posted, until it can be widened, for
no parking on one side. This is being done because fire
equipment and ambulances cannot get through in certain
places. We wish we could tell you exactly when the street
will be widened, but we can't the rate of future snow
fall is the key. We don't enjoy towing cars.
Remember the next time it snows more than two inches, all
vehicles must be removed, or the street will be plugged
for sure. Your cooperation in dealing with these incon-
veniences will keep the block safer for your family and
your neighbors.
